产业集群的经济效应研究——理论模型与实践效果的分析

【摘要】： 技术革命和全球化浪潮将生产创新、技术创新和管理创新推进到一个前所未有的 高度，创新及其转移扩散成为新的地域分工和经济格局形成的重要因素。在这种新的 背景下，如何形成和保持区域竞争优势?如何通过增强本地企业的创新能力来增强国 家竞争优势?如何使那些能够增加国民收入、改善生活质量的经济活动固定在本地而 不至于流失?本论文从产业集群的理论出发，，通过模型假设探讨这种新的产业组织形 式对经济发展的意义，并运用实证分析归纳产业集群的发展特征、作用及今后的方向。 本论文共包括三章，第一章主要分析西方产业集群理论的兴起过程及其该理论的 主要内容，为全文研究提供理论框架。这一理论的兴起是经济学边缘发展的结果，其 本身也是不同学科集群的创新过程。同时，也是产业集群的实践不断深入发展的过程。 经济发展的实践促进了理论的产生，理论的研究结果又指导政府和企业有意识地运用 产业发展的内在规律，两者的互动同样反映了学界、商界和政界集群化创新发展的过 程。从这个意义上讲，产业集群不仅仅是对产业发展而言，其原理对其他的许多领域 都是适用的。 第二章是对国外产业集群的经济效应分析。从国际范围看，产业集群是工业化进 程中的普遍现象，是市场经济条件下工业化进行到一定阶段的必然产物，是产业竞争 力的集中体现。本章主要从竞争优势、知识创新、对经济增长尤其是区域经济的作用 等几个方面论述产业集群的经济效应，同时从风险的角度探讨产业集群的负面效应， 并结合国外案例进行实证分析。 第三章重点分析中国产业集群，首先分析国内产业集群的形成机制，包括基于社 会资本的地域分工、技术创新与扩散、外部经济、合作效率等，对应形成的竞争优势 包括了成本优势、区位品牌、市场议价能力、技术垄断、产品差异化、创新可持续等 几个方面，结合国内浙江、广东等地的实例进行了分析。其次，归纳和总结了国内产 业集群的类型，将其分成低成本集群和创新型集群两大类，并按照这两种类型的特征 产业集群经济效应研究一理论模型与实践效果分析 分别论述其对区域经济和高新技术产业园区发展的关系。本论文通过比较研究指出， 应该充分重视低成本产业集群对经济增长、就业方面的积极作用，同时大力发展创新 型的产业集群，后者应该是以后发展的方向。所以，本文在此基础上深入研究了创新 型产业集群的两种模式，将其命名为自助型和他助型，并以中关村和苏州产业区为代 表进行了进一步的分析。第三，对产业集群和工业园区的互动发展进行了探讨，提出 工业园区应该成为创新型产业集群发展的主流载体。在论文的最后提出了在东北老___〔 业基地改造和振兴过程中，应该主动充分、利用产业集群的发展规律，加快当地优势 产业的集聚，提高区域的竞争力。
