世行、亚行、UNIDO及我国项目评估比较研究

【摘要】：项目是一个组织为实现自己既定的目标,在一定的时间、人员和资源约束条件下,所开展的一种具有一定独特性的一次性工作。项目评估是对拟建项目从经济、社会和生态、技术支持等角度,对项目进行全面的评价,从而预测项目未来发展的前景,以决定项目的可行性。人类社会的发展正面临着经济衰退、战乱、饥饿、贫困、资源枯竭、环境污染等一系列经济、社会、生态等问题。这些问题对全人类的持续发展形成了威胁,如何实现经济、社会、生态的可持续发展正日益成为人们关注的热点之一。基于这样的前提,人们在对投资项目的评估中都要考虑项目的经济效益、社会效益和生态效益。只是不同的评估主体,出于不同的目的,可能评估的侧重点会有所不同。世界银行、亚洲开发银行、联合国工业发展组织(UNIDO)作为世界上最大的经济组织,其每年要向世界许多国家提供大量的资金援助,对世界经济的推动作用越来越重要。但是由于它们对项目评估的指导思想不同(如世行以“以人为本的可持续发展”作为出发点),相应的侧重点会有所不同,对于同一项目可能得出不同的评估结论。这些结论将决定其是否向项目提供援助。同时,在多年的发展过程中,世行、亚行和UNIDO都形成了各自具有特点的先进的项目评估理论和方法。本文目的之一就是想通过对三大组织和我国项目评估的比较研究,来借鉴学习它们先进的评估方法。同时结合我国的实际,把三大效益结合起来对项目进行评估,以真正促进我国社会经济的可持续发展。
[Abstract]:The project is a kind of unique one-time work carried out by an organization in order to achieve its own stated goals under the constraints of certain time, personnel and resources. Project evaluation is a comprehensive evaluation of the proposed project from the point of view of economy, society, ecology, technical support and so on, so as to predict the prospect of the future development of the project and determine the feasibility of the project. The development of human society is facing a series of economic, social, ecological and other problems, such as economic recession, war, hunger, poverty, resource depletion, environmental pollution and so on. These problems pose a threat to the sustainable development of all mankind. How to realize the sustainable development of economy, society and ecology is becoming one of the hotspots that people pay more and more attention to. Based on this premise, people should consider the economic, social and ecological benefits of the project in the evaluation of investment projects. It's just that different subjects, for different purposes, may have different priorities. As the largest economic organization in the world, the World Bank, the Asian Development Bank and the United Nations Industrial Development Organization (UNIDO) provide a large amount of financial assistance to many countries in the world every year, which plays a more and more important role in promoting the world economy. However, due to their different guiding ideology for project evaluation (for example, the World Bank takes "people-oriented sustainable development" as the starting point), the corresponding focus will be different, and different evaluation conclusions may be drawn for the same project. These conclusions will determine whether or not it will provide assistance to the project. At the same time, in the process of development for many years, the World Bank, ADB and UNIDO have formed their own advanced project evaluation theories and methods. One of the purposes of this paper is to learn their advanced evaluation methods by comparative study of the three organizations and our country's project evaluation. At the same time, combined with the reality of our country, the three benefits are combined to evaluate the project in order to promote the sustainable development of our society and economy.
