技术要素参与收益分配的理论与实践

【摘要】： 分配制度是经济发展的动力机制。随着社会的进步，人类不断变迁作为生产关系组成部分的分配制度以适应生产力的发展。技术要素参与收益分配是适应生产力发展要求的分配模式，是知识经济时代的主导分配方式。对这一分配方式的研究具有重要的理论和现实意义。鉴于此，我们将技术要素参与收益分配作为本文的研究对象。对于技术要素参与收益分配的研究，，本文从理论和实践两个角度分析了技术要素为什么参与收益分配和如何参与收益分配的问题。在理论层面上，本文建立了技术要素参与收益分配的理论体系。首先，我们对技术要素参与收益分配的微观基础——价值论进行了探讨。在马克思劳动价值论的基础上，我们分析了技术要素与劳动价值论的关系，提出了劳动广义价值论——包括企业价值论的价值论，研究了技术价值论。其次，我们分析了技术要素参与收益分配的宏观基础——经济增长理论。在新古典经济增长理论的基础上我们论证了按技术分配对经济增长的贡献。在新剑桥经济增长模型中，我们引入了技术劳动者这一新的变量。包含有技术劳动者的新剑桥模型解释了社会结构的优化——中高收入阶层的扩大与低收入阶层的缩小——的现实。在新经济增长理论中，我们论证了按技术分配的存在是罗默模型的前提与基础。第三，我们论述了技术要素与分配制度的关系。通过对西方分配理论的梳理，我们清楚了按技术分配在西方国家产生、发展的脉络。我国分配制度演进的方向是按生产要素贡献分配，而按技术分配是按生产要素贡献分配的重要形式。在按技术分配与其他分配方式的关系中，我们论证了按技术分配通过促进技术进步来提高劳动与资本的贡献份额来扩大按劳分配和按资分配的作用范围。第四，我们研究了技术要素的定价问题。按照微观经济理论，技术要素的供给理论和需求理论是技术要素定价的基础。在此基础上，我们探讨了技术要素的定价模型和定价方法。最后，我们建立了技术要素参与收益分配的模型，并分析了技术要素参与收益分配的条件与目标。在实践层面上，我们探讨了技术要素参与收益分配的具体形式，并通过案例分析研究了每种具体形式的优点与缺点。在此基础上，我们探究了技术要素参与收益分配的观念障碍、法律障碍和财务障碍，最后提出了可操作性的政策建议。通过对技术要素参与收益分配的理论与实践的研究，我们解决了技术要素为什么参与收益分配和怎样参与收益分配等问题，基本上实现了本课题的研究目的。
[Abstract]:Distribution system is the motive force mechanism of economic development. With the progress of society, the distribution system, which is an integral part of production relations, is constantly changing to adapt to the development of productive forces. The distribution of income from the participation of technical elements is a distribution mode to meet the requirements of the development of productive forces, and it is the leading distribution mode in the era of knowledge economy. It is of great theoretical and practical significance to study this distribution mode. In view of this, we take the participation of technical elements in income distribution as the research object of this paper. For the study of the participation of technical elements in income distribution, this paper analyzes why technical elements participate in income distribution and how to participate in income distribution from both theoretical and practical angles. At the theoretical level, this paper establishes a theoretical system for the participation of technical elements in income distribution. First of all, we discuss the microcosmic basis of the participation of technical elements in income distribution-the theory of value. On the basis of Marx's theory of labor value, we analyze the relationship between technical elements and labor theory of value, put forward the theory of value of labor in a broad sense, including the theory of enterprise value, and study the theory of technological value. Secondly, we analyze the macro basis of technology factors participating in income distribution-economic growth theory. On the basis of neoclassical economic growth theory, we demonstrate the contribution of technology distribution to economic growth. In the new Cambridge economic growth model, we introduce the new variable of skilled workers. The new Cambridge model, which includes skilled workers, explains the reality of the optimization of social structure-the expansion of the middle and high income class and the reduction of the low income class. In the theory of new economic growth, we demonstrate that the existence of technology distribution is the premise and basis of Romer model. Third, we discuss the relationship between technical elements and distribution system. By combing the western distribution theory, we know the context of the emergence and development of technology distribution in western countries. The direction of the evolution of distribution system in China is to distribute according to the contribution of factors of production, and the distribution according to technology is an important form of distribution according to the contribution of factors of production. In the relationship between distribution according to technology and other distribution methods, we demonstrate that distribution according to technology can expand the scope of distribution according to work and distribution according to capital by promoting the contribution share of labor and capital by promoting technological progress. Fourth, we study the pricing of technical elements. According to the microeconomic theory, the supply theory and demand theory of technical elements are the basis of technical factor pricing. On this basis, we discuss the pricing model and pricing method of technical elements. Finally, we establish a model of technical elements participating in income distribution, and analyze the conditions and objectives of technical elements participating in income distribution. At the practical level, we explore the specific forms of participation of technical elements in income distribution, and study the advantages and disadvantages of each specific form through case analysis. On this basis, we explore the conceptual obstacles, legal obstacles and financial obstacles for the participation of technical elements in income distribution, and finally put forward operational policy recommendations. Through the study of the theory and practice of the participation of technical elements in income distribution, we solve the problems of why technical elements participate in income distribution and how to participate in income distribution, and basically achieve the research purpose of this topic.
