【摘要】：本文将中国的公共部门划分为经典型公共部门、事业型公共部门和企业型公共部门三大类别。针对不同类别公共部门的性质和特点,分别讨论了引入市场竞争机制的改革方案,以及由此而带来的一些问题。本文分五大章节,第一章由三节构成,主要阐述有关公共部门、公共产品或服务、市场、竞争、市场机制等概念的内涵及特性,比较分析了西方几个主要国家政府改革的实践和理论,将其作为中国公共部门引入市场竞争机制的参考和借鉴;其余四章主要论证中国公共部门为何要引入市场竞争机制的问题,以及能否引入,如何引入和引入市场竞争机制可能引发的问题,就三大不同类别的公共部门分别介绍了一些引入市场竞争机制改革的方式和方法,说明了改革的必要性、可行性及潜在问题。文章认为,目前我国公共部门的办事效率普遍很低,随着我国经济体制改革向纵深推进,公共部门的管理方式和方法已经越来越跟不上形势发展的要求,越来越不适应改革向细节领域拓展的需要。本文的目的正是要结合我国的国情,为公共部门提供一些具体的、可行的、具有一定可操作性的改革方案,以便提高我国公共部门的办事效率。文章采用比较分析的研究方法,将我国公共部门按三大不同类别分别进行研究,结合各部门的实际情况,借鉴西方发达国家的一些改革方式和方法,指出了我国公共部门的改革出路在于引入竞争,在这些部门引入市场竞争机制,走市场化的道路。本文的意义就是要在我国大刀阔斧地进行了二十多年的改革之后,为改革从大块头向小细节深化,为公共部门的改革从条条框框向细枝末梢延伸,提供一点可资参考的粗浅建议。
[Abstract]:This paper will Chinese public sector is divided into classical public sector, the cause of public sector and public sector enterprises three categories. This paper is divided into five chapters, the first chapter by the three section, mainly elaborates on the public sector, public goods or services, market competition, the connotation and characteristics of the concept of market mechanism, a comparative analysis of the theory and practice of government reform in several major western countries, the public sector China as the introduction of market competition mechanism and reference; the remaining four chapters China why public sector the main argument to the introduction of market competition mechanism, and can be introduced, how to introduce and introduce the market competition mechanism may lead to problems, three different categories of public The common department introduced some methods and methods to introduce the reform of market competition mechanism, and explained the necessity, feasibility and potential problems of the reform.
The article thinks, at present, China's public sector efficiency is very low, as China's economic system reform deepening, the way and method of management in the public sector has been more and more to keep up with the requirements of the development of the situation, more and more can not adapt to the need to expand the reform to the details of the field. The purpose of this paper is to combine our country the conditions for the public sector to provide some specific and feasible, have a certain reform plan of operation, in order to improve the efficiency of the public sector of our country.
This paper adopts the method of comparative analysis, the public sector of our country according to the three different categories are studied respectively, combined with the actual situation of each department, some ways and methods of reform in western developed countries, pointed out that the reform of the public sector of our country is to introduce competition, the introduction of market competition mechanism in these sectors, take the market after the road. The significance of this paper is to carry out the more than 20 years of reform in our country to make snap, to deepen the reform from big to small details, for the reform of the public sector to extend from the restrictions and fetters twigs, provide some reference suggestions.
