基于MRIO模型的碳足迹跨国比较研究

【摘要】：贸易与环境应该如何在后京都时代更紧密地联系在一起的议题在当前受到了普遍关注。大量研究从一国角度结合国际贸易分析碳排放,而针对新兴工业化国家、研究多国碳足迹的文章却不多。研究发现我国等新兴工业化国家遭遇了严重的碳泄漏;以生产为基础核算的碳足迹与以消费为基础核算的碳足迹之间存在巨大的鸿沟,使得发达国家的碳足迹被严重低估。贸易政策的关键在于保证那些碳密集型行业使用的生产技术更加清洁,而绝不是将生产过程从一处迁移到另一处。因此,可将碳足迹核算体系调整为以消费为基础,从而消除碳泄漏;通过制定区域贸易协定,组建环保联盟,使联盟内部采取低碳技术合作与转让等举措,促进全球范围内碳减排目标的实现。
[Abstract]:The issue of how trade and environment should be more closely linked in the post-Kyoto era is now receiving widespread attention. A large number of studies analyze carbon emissions from the perspective of one country combined with international trade, but for newly industrialized countries, there are few articles on multi-country carbon footprint. It is found that the newly industrialized countries such as China have suffered a serious carbon leak, and there is a huge gap between the carbon footprint based on production accounting and the carbon footprint based on consumption accounting, which makes the carbon footprint of developed countries seriously underestimated. The key to trade policy is to ensure that the production technologies used in those carbon-intensive industries are cleaner, rather than moving production processes from one place to another. Therefore, the carbon footprint accounting system can be adjusted to based on consumption, so as to eliminate carbon leakage; Through the establishment of regional trade agreements and the formation of environmental protection alliances, low-carbon technology cooperation and transfer within the alliance will be adopted to promote the achievement of global carbon reduction targets.
