周宁县休闲农业发展对策研究

【摘要】：休闲农业在周宁同全国各地一样属于新兴的产业,如何加快该新兴产业的发展,使之成为周宁农业经济的新的增长点,政府在培育这个新的经济增长点中,发挥着至关重要的作用。如何发挥资源优势,挖掘地方特色,通过政府的规划先导、政策扶持、资金帮助、示范引导等有效作为,进一步整合资源,在较短的时间里培育发展并扶持壮大周宁休闲农业这个新兴产业是本文着重研究的课题。本文在现有休闲农业有关理论和研究成果的基础上,通过实地调查法研究介绍了周宁县休闲农业发展概况,并指出发展中存在的问题。运用SWOT分析法对周宁县休闲农业所处的内外部条件进行了较为全面的分析。结果表明：周宁县休闲农业发展的优势大于劣势,符合周宁县提出的“滨海高山生态旅游县”发展战略定位,再加上外部又有众多机会,宜采用发展型战略,把握时机,发挥优势发展休闲农业。通过实地调查、走访蕉城区上金贝畲寨生态休闲农业园,作为案例分析,从中得到一些启示和实践经验。最后在借鉴国内外成功经验和实例的基础上,着重从明确发展定位、实施产业规划、优化投资环境、创新经营理念、调整产业结构、加强行业管理、打造产业品牌、培养产业人才等八个方面,提出了周宁县发展休闲农业的对策建议。
[Abstract]:Leisure agriculture belongs to a new industry in Zhouning, like all parts of the country. How to speed up the development of this new industry and make it a new growth point of Zhouning's agricultural economy, the government is cultivating this new economic growth point. Play a vital role. How to give full play to the advantages of resources, tap local characteristics, and further integrate resources through effective government planning, policy support, financial assistance, demonstration and guidance, etc. In a short period of time, cultivating and developing the new industry of Zhou Ning leisure agriculture is an important research topic in this paper. Based on the existing theories and research results of leisure agriculture, this paper introduces the development of leisure agriculture in Zhouning County by field investigation, and points out the problems existing in the development. The internal and external conditions of leisure agriculture in Zhouning County were analyzed comprehensively by using SWOT analysis method. The results show that the advantages and disadvantages of the development of leisure agriculture in Zhouning County are in line with the strategic orientation of "Coastal Alpine Eco-tourism County" put forward by Zhouning County. In addition, there are many opportunities outside, so it is appropriate to adopt the developmental strategy and seize the opportunity. Give play to the advantages of the development of leisure agriculture. Through field investigation, the ecological leisure agriculture garden of Shangjingbei she Zhai in Jiaocheng District was visited, and as a case study, some enlightenment and practical experience were obtained. Finally, on the basis of the successful experiences and examples at home and abroad, the paper emphasizes on defining the development orientation, implementing industrial planning, optimizing the investment environment, innovating the management idea, adjusting the industrial structure, strengthening the industry management, and creating the industrial brand. This paper puts forward the countermeasures and suggestions of developing leisure agriculture in Zhouning County in eight aspects, such as cultivating industrial talents.
