我国旅游业的政府危机管理体系构建

【摘要】：危机管理是全球性的课题之一,随着中国社会经济的快速发展,中国经济的产业结构和内部架构都面临着危机管理的课题。政府作为最大的管理主体和规划者,在以人为本的总原则下进行危机管理。旅游业是国民经济的重点发展行业之一,在国家整体“十二五”规划中占有重要地位,旅游业自身的高敏感度和强关联性,以及全球化迅速传播的特性使得我们有必要对旅游业的政府危机管理进行深度研究,以完善政府危机管理和旅游业危机管理的体系,做到行业发展和宏观管理的共同进步。文章根据旅游业的政府危机管理的现存问题,运用文献综述的研究方法,尝试构建旅游业的政府危机管理体系,从根源上预防旅游业危机。文章通过借鉴国内外旅游危机管理经验和教训,从过程管理和制度保障动静两个维度,细化旅游业的政府危机管理的预防、预备、处理和恢复,从行政、法律、财政和信息四个方面进行制度建设,以期为我国旅游业的政府危机管理提出理念架构,不断提高我国旅游业的政府危机管理的能力,提升旅游业安全保障系数,促进旅游业经济的可持续发展。
[Abstract]:Crisis management is one of the global issues. With the rapid development of China's social economy, the industrial structure and internal structure of Chinese economy are facing the issue of crisis management. As the biggest management subject and planner, the government carries on the crisis management under the general principle of people-oriented. Tourism is one of the key industries for the development of the national economy and occupies an important position in the national whole 12th five-year Plan. The tourism industry itself has a strong sense and relevance of Gao Min. In order to perfect the system of government crisis management and tourism crisis management and achieve the common progress of industry development and macro-management, it is necessary for us to study the government crisis management of tourism industry in order to perfect the system of government crisis management and tourism crisis management. According to the existing problems of government crisis management of tourism industry, this paper attempts to construct the government crisis management system of tourism industry by using the research method of literature review to prevent tourism crisis from the root. Through drawing lessons from the experience and lessons of tourism crisis management at home and abroad, this paper, from the two dimensions of process management and system protection, refines the prevention, preparation, handling and restoration of government crisis management in tourism, from the aspects of administration, law, and so on. In order to put forward the conceptual framework for the government crisis management of the tourism industry in our country, we should carry on the system construction in the four aspects of finance and information, improve the ability of the government crisis management of the tourism industry of our country continuously, and promote the safety guarantee coefficient of the tourism industry. Promote the sustainable development of tourism economy.
