【摘要】：生猪产业是安康的传统优势产业,也是市委市政府持续推进的一项农村主导产业.通过20多年来的努力,已初步完成了由传统养殖向规模养殖、由食用型养殖向经营性养殖的战略性转移,成为全市农村经济和农民增收的首位产业,生猪饲养量和出栏量继续稳居全省第二位,其中规模养殖居全省第一位。当前安康市生猪产业发展已步入转型升级的关键期和加速期,本文对安康生猪产业发展历程的总结,调研分析安康市生猪产业发展的外部条件及内部因素,得出生猪产业发展的机遇与威胁,优势与劣势,得出安康市生猪产业发展的策略。安康市生猪产业发展环境分析是发展策略制定的依据。该部分从涵盖宏观、中观与微观的外部条件和内部组织体系建设、政策技术保障、生产链延伸及发展模式分析,得出安康市生猪发展产业一方面面临市场风险加剧、饲料及劳动力成本高、疫病风险依然存在、资金紧、人员紧、环境日趋约束的局面,但在市委、市政府及各相关部门齐抓共管的局面之下,加大项目资金支持、技术引进、提高从业人员素质,大力推广“阳晨模式”和“石泉明星模式”,借助富硒资源优势,正在实现产业转型和跨越期。在这个特殊时期需要我们理顺思路,探索发展新路径,对产业体系的提质增效、发展模式的探索创新、产业链的纵向延伸、技术资金优厚的保障都应是生猪产业发展的要义。生猪产业发展策略的制定按照“规模、特色、安全、生态、增效”的总体思路,从加快升级产业布局,促进可持续发展;升级规模养殖,确保生态循环和提质增效;升级发展模式的升级,保证龙头引领和三产融合;升级安全防控,保障产业健康发展;升级产业链条,提升品牌知名度和市场竞争力;加强行政推动,提升政策支持效能方面提供解决问题的思路。
