【摘要】:改革开放以来,我国农村土地承包经营,工业化和城镇化快速发展,农民收入增加。在此进程中,一方面,农民住房需求增加,大量耕地被转为宅基地,另一方面,工业化和城镇化发展,创造了非农就业机会。相当部分农民进城务工,就业,甚至在城镇购买住房,农村出现“人去楼空”的现象,农村宅基地闲置问题突出。与此同时,工业化与城镇化发展对土地需求不断增长,大量耕地被占用。因此,如何提高农村宅基地利用效率,使其转为有更高配置效率的工业与城市建设用地,促进耕地的保护,是当前中国经济发展进程中十分重要与迫切需要解决的问题。我国农村宅基地数量庞大,利用效率低下,提高其配置效率有巨大的潜力与空间。我国农村宅基地制度滞后于实践的发展,制度始终禁止农村宅基地以市场方式配置。因此,如何通过合理的制度设计,保护农民土地权益,以市场方式提高农村宅基地的配置效率,促进中国经济持续稳定发展是本论文研究的重点。本研究首先梳理已有的研究成果,阐明研究的方法和思路,论述马克思地租理论、改革开放以来领导人的土地经济思想、资源优化配置理论及产权理论。其二,考察农村宅基地制度演变与宅基地利用实践的发展,探讨这一过程中的土地资源配置效率。其三,分析农村宅基地流转的动力因素与制约因素,阐明农村宅基地制度创新的依据。其四,探讨当前农村宅基地流转效率。结合宅基地制度演变与实践发展,将农村宅基地流转分为自发宅基地流转和宅基地征收两种方式,并分析了在产权不明晰条件下,两种流转方式的效率损失。探讨国内其他省宅基地流转实践,并以福建省连江县为案例,考察实践中宅基地流转效率。最后,提出明晰农村宅基地产权,在政府合理管理下,以市场方式配置宅基地资源,同时完善宅基地流转配套制度,促进土地资源优化配置。
[Abstract]:Since the reform and opening up, China's rural land management, rapid development of industrialization and urbanization, farmers' income increased. In this process, on the one hand, the demand for housing of farmers increased, a large number of arable land was converted to homestead. On the other hand, the development of industrialization and urbanization has created non-agricultural employment opportunities. At the same time, the development of industrialization and urbanization is increasing the demand for land, a large number of arable land is occupied. Therefore, how to improve the efficiency of rural homestead use. It is a very important and urgent problem in the current economic development of China to turn it into industrial and urban construction land with higher allocation efficiency and to promote the protection of cultivated land. There is great potential and space to improve the allocation efficiency. The rural homestead system in our country lags behind the development of practice, and the system always forbids the rural homestead allocation in the way of market. How to protect farmers' land rights and interests through reasonable system design and improve the allocation efficiency of rural homestead by the way of market. To promote the sustainable and stable development of China's economy is the focus of this paper. Firstly, this study combs the existing research results, clarifies the research methods and ideas, and discusses Marx's land rent theory. Since the reform and opening to the outside world, the leaders' thoughts on land economy, the theory of optimal allocation of resources and the theory of property rights are discussed. Secondly, the evolution of the rural homestead system and the development of the practice of homestead utilization are investigated. This paper discusses the efficiency of the allocation of land resources in this process. Thirdly, it analyzes the dynamic factors and restrictive factors of rural homestead circulation, and clarifies the basis for the innovation of rural homestead system. 4. This paper discusses the efficiency of the rural homestead transfer. Combining with the evolution and practical development of the homestead system, the rural homestead transfer is divided into two ways: spontaneous homestead transfer and homestead expropriation. Under the condition of unclear property rights, the paper analyzes the efficiency loss of the two transfer modes. It discusses the practice of homestead transfer in other provinces in China, and takes Lianjiang County, Fujian Province as a case to investigate the efficiency of Homestead transfer in practice. It is proposed that the property rights of rural homestead should be clearly defined, and the land resources should be allocated in the form of market under the reasonable management of the government, at the same time, the matching system of the circulation of homestead should be perfected to promote the optimal allocation of land resources.
