【摘要】:社会主义经济体制的发展与完善,对农业产生了极大的影响,最为突出的就是实现了从传统农业向现代农业的快速迈进,现代农业追求的是低成本、高回报,实现效益的最大化,这对我国基层农业技术推广体系提出了更高的要求。本论文通过对农业科技推广体系的理论内容梳理,获得了较为新颖、系统的农业科技推广理论知识。同时以南宁市基层农业技术推广体系为研究对象,通过大量实证调查、统计分析等,在借鉴发达国家成功经验的基础上,审视南宁市基层农业科技推广体系现状,反思南宁市基层农业推广体系存在的主要问题及原因,主要从体制、农技员素质、资金投入以及政府主导等方面分析其不足。本文以南宁市基层农业技术推广体系为研究样本,通过调研分析,探讨南宁市基层农业技术推广体系的组织构成、人员数质量、新科技运用以及制约农业技术推广的因素。围绕新时期南宁市基层农技推广体系改革,着眼于提高基层农技推广体系效能,提出了完善基层农技推广体系的创新机制。经过辨证分析存在的问题,进一步寻求解决推广体系问题的对策,解决对策主要有优化体制、加大投入、加强教研结合和树立新观念等等。农业科技推广是传播农业科技的过程,通过农业科技推广可以促进农业增产、增效,提高农企及农民的经济收入,也可提高农民科技素质。与此同时,对南宁基层农业科技推广体系的探究,有助于让人们知晓科技推广是推动农业发展的动力,凸显农业科技在推动农业快速发展中的地位,有助于进一步完善南宁市基层农业科技推广体系,有效解决广西乃至全国“三农”问题的研究和解决。
[Abstract]:The development and perfection of the socialist economic system have a great impact on agriculture, the most prominent is to realize the rapid progress from traditional agriculture to modern agriculture, which pursues low cost and high return. The realization of maximum benefit, which put forward higher requirements for the grass-roots agricultural technology extension system. This paper through the theoretical content of agricultural science and technology extension system combing, obtained a relatively novel. System of agricultural science and technology extension theory knowledge. At the same time, Nanning grass-roots agricultural technology extension system as the research object, through a large number of empirical investigation, statistical analysis, on the basis of the successful experience of developed countries. This paper examines the present situation of agricultural science and technology extension system at the grass-roots level in Nanning, and reflects on the main problems and causes of the agricultural extension system at the grass-roots level in Nanning, mainly from the system and the quality of agricultural technicians. This paper takes the basic agricultural technology extension system of Nanning as the research sample, through investigation and analysis, discusses the organizational structure of the basic level agricultural technology extension system in Nanning. The quality of personnel, the application of new science and technology and the factors restricting the extension of agricultural technology. Focusing on the reform of the grass-roots agro-technical extension system in Nanning in the new period, we should focus on improving the effectiveness of the grass-roots agro-technical extension system. Through dialectical analysis of the existing problems, further seek to solve the problems of the extension system countermeasures, the main countermeasures to solve the problem is to optimize the system, increase investment. The extension of agricultural science and technology is the process of spreading agricultural science and technology. Agricultural science and technology extension can promote the increase of agricultural production, increase efficiency and increase the economic income of agricultural enterprises and farmers. At the same time, the inquiry into the extension system of agricultural science and technology at the grass-roots level in Nanning will help people to know that science and technology extension is the motive force to promote the development of agriculture. Highlighting the position of agricultural science and technology in promoting the rapid development of agriculture will help to further improve the agricultural science and technology extension system at the grass-roots level in Nanning, and effectively solve the research and solution of the "three rural" problems in Guangxi and even the whole country.
