潜江市农村宅基地集约利用评价研究

【摘要】:农村宅基地是一种非常重要的土地资源,是农民群体出于构建住宅目的而合法占据并使用的土地资源。采用合理的管理模式和技术手段来集约利用农村宅基地,能够有效地推动中国当代新农村的建设步伐,实现城乡统筹化发展。本文通过对湖北省潜江市的土地利用情况展开了相应的研究,在调查基础上,结合潜江市土地利用实情,来合理构建农村宅基地集约利用评价指标体系,就2006—2013七年时间内,潜江市农村宅基地的集约利用程度展开评估,并给出相应的总和评价;接着,在此基础上进行原因分析;最后,针对潜江市农村宅基地的评价结果进行思考,给出相应的解决对策建议。本文研究过程中采用的方法有特尔斐法和多因素综合评价法。本文以潜江市农村宅基地为评价对象开展宅基地集约利用动态评价研究,所得结论可以为潜江市土地管理部门作出相关决策提供科学依据。另外,这一评价研究将有利于促进潜江市农村宅基地的可持续利用。本文得出的结论主要有以下三点:(1)在对潜江市土地利用情况展开调查分析后,该市的土地利用大体现状如下:2013年,潜江市农村宅基地在整体建设用地面积中的占比大约为50%;潜江市的村庄主要分布在渔洋镇、竹根滩镇以及张金镇,在园林办事处和广华办事处分布较少;2005—2014年潜江市宅基地以及耕地面积增长迅速,年均变化量分别是141.56公顷和0.65千公顷;2013年潜江市的农村人均建设用地面积为169.68 m2,超过了150 m2的国家标准。在对农村宅基地进行利用的过程中,主要存在有以下问题:“一户多宅”现象屡见不鲜,在很大程度上提升了宅基地的闲置率;农户法律政策意识淡薄;产权不明晰等。(2)在对潜江市农村宅基地利用情况展开调查分析后,能够发现在2006—2013年间,潜江市宅基地集约利用度的峰值在0.611,由此可以看出该市的宅基地利用程度达到了相对集约的状态。然而,其历年宅基地集约利用度大多在0.3到0.4,总体上仍然偏低。并从法律、政府、农户三个方面进行原因分析,原因有:目前实行的和宅基地相关的法规和政策体系不够完善,可操作程度不高,使得宅基地流转问题遇到一定障碍;农村地区建设规划存在有较为严重的不合理现象,地方政府财政支持力度不足;人口流动性大,农村经济发展增强村民改善生活的愿望以及历史方面原因。(3)最后,针对潜江市近年来宅基地集约利用程度总体偏低的情况,提出的对策建议有:完善相关法律政策;明确农村宅基地产权相关问题的解决方法,加强宅基地的流转性;开展村庄规划等。
[Abstract]:The rural homestead is one of the most important land resources, farmers groups for residential construction to occupy and use legitimate land resources. By adopting the management mode and reasonable technical means to the intensive use of rural residential land, can effectively promote the pace of construction of Chinese contemporary new rural areas, urban and rural development. In this paper, through the land the situation in Qianjiang city of Hubei province were studied, based on the survey, combining with the real situation of land use in Qianjiang City, to build a reasonable evaluation index system of intensive use of rural residential land, 2006 - 2013 seven years, carry out the evaluation of rural homestead in Qianjiang City, the degree of intensive use, evaluation and the corresponding sum then, on the basis of; cause analysis; finally, according to the evaluation of rural residential land in Qianjiang city were thinking, gives the corresponding suggestions to solve this. This paper studies in the process of comprehensive evaluation of Delphi method and multi factor method. This paper takes Qianjiang rural homestead for the evaluation research of dynamic evaluation of the intensive use of land, the conclusion can make relevant decisions for Qianjiang city land management departments to provide a scientific basis. In addition, this research will be conducive to the promotion of sustainable utilization evaluation the rural homestead in Qianjiang. The main conclusions in this paper are the following three points: (1) in the investigation analysis of the situation of land use in Qianjiang City, as the city's land use general situation: in 2013, Qianjiang rural homestead in the overall construction land accounted for about 50%; Qianjiang city the village is mainly distributed in Yuyang Town, Zhugentan Town, Zhang Jin Zhen, less distribution in the garden office and Guanghua office; 2005 - 2014 Qianjiang city residential land and cultivated land area increased Long fast, the annual variation of volume are 141.56 hectares and 650 hectares; per capita rural construction of Qianjiang city in 2013 the land area of 169.68 m2, exceeding the national standard of 150 m2. In the process of rural residential land use, mainly has the following problems: "It is often seen. more than one house" phenomenon in large extent to enhance the homestead idle rate of farmers; legal policy consciousness; property right is not clear. (2) the investigation on the analysis of Qianjiang rural residential land use, can be found in 2006 - 2013 years, Qianjiang city land intensive use of the peak in 0.611, which can be seen in the city land use degree reached a relatively intensive state. However, the previous land intensive utilization degree mostly in 0.3 to 0.4, the overall is still low. And from the three aspects of law, government, farmers analyzes the reasons and reasons A: and land related laws and regulations and the policy system currently in place is not perfect, the operational level is not high, the homestead circulation problems encountered some obstacles; construction planning in rural areas there are unreasonable phenomenon is more serious, the local government financial support is insufficient; population mobility, enhance rural economic development to improve the lives of villagers the desire and historical reasons. (3) finally, in recent years in Qianjiang city land intensive utilization degree is low overall situation, the suggestions are: to improve the relevant laws and policies; clear solution to the rural homestead property rights related issues, strengthen the circulation of homestead; carry out village planning.
