【摘要】：为了引导农业由资源耗费型向资源循环利用型转化，以实现农村经济与农村环境资源协调发展，加速农业现代化发展进程，发展农业循环经济是实现经济效益和生态效益“共赢”的有效途径之一。论文有六章：第一章，导论。提出本文的研究背景、意义、思路、方法，综述农业循环经济发展评价的国内外研究成果，指出本文可能的创新点和不足之处。第二章，，相关理论概述。介绍农业循环经济内涵及特征，对农业循环经济的相关理论进行梳理。第三章，第一师农业循环经济发展概况。先介绍第一师农业生产情况，再从第一师农业循环经济的相关法规建设、示范区建设、循环模式流程、相关产业发展等几个方面分析第一师的农业循环经济发展概况。第四章，第一师农业循环经济发展水平实证分析。首先，基于循环经济的“3R”原则，遵循科学性和实用性、代表性和简明性、普遍性和针对性、系统性和结构性的原则，建立农业循环经济发展评价指标体系；其次，采用1994～2013年数据，使用熵值法计算农业循环经济发展评价值，并从整体、子系统、一级指标三方面对实证结果进行分析；最后，通过障碍因素分析诊断第一师农业循环经济发展的制约因素。第五章，第一师三团种植业循环经济效益分析。首先介绍三团的区域情况；然后对三团的机械化棉耕、核桃“三合一”种植模式和半地下冬暖式大棚蔬果种植从经济、社会、生态三方面进行效益分析。第六章，结论与建议。对全文进行分析总结得出研究结论，并从法律法规建设、理念宣传、科技研发推广能力、农业金融投资环境、发展模式等方面提出对策建议。研究发现：（1）第一师农业循环经济发展大体呈波动上升趋势，经历了发展探索期（1994～1996年）、暂时倒退期（1997～1999年）、恢复发展期（2000～2009年）、快速增长期（2010～2013年）四个阶段。（2）资源利用效率对农业循环经济的发展具有促进作用，但因资源配置不合理、利用效率低反成主要制约因素。（3）排名前三的二级指标主要障碍因素农药使用强度、化肥施用强度、农用柴油使用强度都属于资源消耗性因素，要促进第一师农业循环经济的发展必须从根本上解决资源消耗强度减小的问题。（4）三团机械化棉耕、核桃“三合一”种植模式、半地下冬暖式大棚果蔬种植经济效益分别为2271.41万元、年均6395.61万元、209875元/茬。（5）三团种植业循环经济发展可吸收大量劳动力、调整农业产业结构、优化农业经济发展方式、促进团场职工多元增收、保护生态环境、利于职工身体健康发展。（6）第一师农业循环经济发展受法律法规建设、农副产品加工业等产业发展、农业科技水平、农业投入水平等资源、经济和设施条件限制，其基础仍然较薄弱，为发掘其巨大的发展潜力，需要将农副产品加工业纳入农业循环经济模式，区域相宜发展农业循环经济。
[Abstract]:In order to guide the agricultural resources by type transformation to the recycling of resources, to achieve the rural economy and rural environmental resources coordinated development, accelerate the development of agricultural modernization, the development of agricultural circular economy is one of the effective ways to realize the economic and ecological benefits of the "win-win".
This paper has six chapters: the first chapter is introduction. This paper proposes the research background, significance, ideas, methods, summarized the development of agricultural circular economy evaluation at home and abroad, this paper points out the possible innovations and shortcomings. In the second chapter, an overview of relevant theories. The agricultural circular economy connotation and characteristics, the theory related to agriculture circular economy are reviewed. In the third chapter, the general situation of the development of agricultural circular economy in the first division. First introduced the agricultural production situation in the first division, from the relevant laws and regulations of the first division of the agricultural circular economy demonstration area construction, construction, circulation pattern process, the development of agricultural circular economy in several aspects of the development of related industries of the first division. In the fourth chapter. The first division of an empirical analysis on the development of agricultural circular economy. The study found that:
(1) the development of agricultural circular economy in the first division shows a general upward trend of fluctuation. It experienced an exploratory period of development (1994~1996 years), a temporary retrogression period (1997~1999 years), a recovery development period (2000~2009 years), and a rapid growth period (2010~2013 years) in four stages.
(2) the efficiency of resource utilization has a positive effect on the development of agricultural circular economy, but the main constraints are the irrational allocation of resources and the low efficiency of utilization.
(3) the main obstacle factors in the top three two level indicators are pesticide intensity, intensity of fertilizer application, and intensity of agricultural diesel use, which are all resource consuming factors. To promote the development of agricultural recycling economy in the first division, we must fundamentally solve the problem of resource consumption reduction.
(4) three group mechanized cotton ploughing and walnut "three in one" planting mode. The economic benefits of semi underground winter greenhouse and fruit and vegetable planting were 22 million 714 thousand and 100 yuan, average annual 63 million 956 thousand and 100 yuan, 209875 yuan / stubble.
(5) three groups of planting industry development of circular economy can absorb a large amount of labor force, the adjustment of agricultural industrial structure, optimize the mode of agricultural economic development, promote its multi income workers, protect the ecological environment, conducive to the healthy development of the body.
(6) the first division of the development of agricultural circular economy by the construction of laws and regulations, agricultural and sideline products processing industry and other industries, the level of agricultural science and technology, agriculture and other resources, limited economic and infrastructure, the infrastructure is still relatively weak, to explore its great potential for development, need to be incorporated into the model of agricultural and sideline products processing industry of agricultural circular economy, regional affordable the development of agricultural circular economy.
