【摘要】：近年来,国家出台了一系列行之有效的强农惠农政策,使全国广大农民群众切实享受到了国家农村政策带来的实惠。而在南疆少数民族地区,受经济发展水平低、广大农民思想观念落后、科学文化水平低等因素的制约,同时又面临严峻的维稳形势和去“极端化”的艰巨任务,使得农村政策宣传工作尤为突出和重要,对农村政策宣传渠道和方式的研究更具有实际价值。阿克苏地区沙雅县英买力镇人口多、耕地少、农民文化水平低、生活贫困,是自治区集中整治重点乡镇,在农村政策宣传渠道方面存在着重视不够、队伍滞后、设施落后,以及维吾尔语农村政策信息匮乏等问题；在宣传方式上存在着方式单一、缺乏维吾尔族民俗特色等问题。因此,要立足英买力镇实际,加强乡镇宣传队伍建设,提高村镇干部和宣传人员的综合素质,提高广播电视维语农村政策节目的质量,大力采用多维广角宣传模式,切实发挥县乡广播电视台(站)的宣传优势。同时,要加强对农村政策宣传方式的运用,掌握农民心理和宣传方式,充分利用维吾尔族民俗特色资源进行宣传,从而让英买力镇农民切实享受到国家农村政策带来的实惠,稳步脱贫致富,确保社会稳定和长治久安。
[Abstract]:In recent years, the state has introduced a series of effective policies to strengthen agriculture and benefit farmers, so that the broad masses of farmers throughout the country have actually enjoyed the benefits brought by the national rural policy, while in the minority areas of southern Xinjiang. Restricted by such factors as low level of economic development, backward ideology of peasants, low level of science and culture, and so on, at the same time, they are faced with the austere situation of maintaining stability and the arduous task of "going to extremes". Make the rural policy publicity work is particularly prominent and important, the study of rural policy publicity channels and ways has more practical value. Aksu Shaya County Yingmaali Town has a large population, less arable land, low farmers' cultural level. Living in poverty, is the autonomous region focus on the key villages and towns, in the rural policy publicity channels there are insufficient attention, lagging behind, backward facilities, and Uygur lack of rural policy information; In the way of propaganda there is a single way, the lack of Uyghur folk characteristics and other problems. Therefore, we should base on the reality of Yingmai town, strengthen the construction of township propaganda team, improve the comprehensive quality of village and town cadres and propagandists. Improve the quality of radio and television Uyghur rural policy programs, vigorously adopt multi-dimensional wide-angle propaganda mode, and give full play to the county and township radio and television stations (stations) propaganda advantages. At the same time, we should strengthen the use of rural policy publicity. Grasp farmers' psychology and propaganda methods, make full use of Uygur folk custom characteristic resources for propaganda, so that the farmers in Yingmai Town can enjoy the benefits of the national rural policy, and steadily get rid of poverty and become rich.
