习近平精准扶贫思想与南疆四地州扶贫研究

【摘要】：消除贫困,带领全党全国人民实现共同富裕是中国共产党的庄严承诺。“十三五”时期,我国进入打赢脱贫攻坚战的关键时期和冲刺阶段。如何确保南疆四地州这些贫困人口如期脱贫,实现全面建成小康社会的奋斗目标,成为当前和今后一个时期做好新疆工作的最大短板和难点。十八大以来,以习近平同志为核心的党中央聚焦我国经济社会发展的最大短板——贫困问题,坚持问题导向,形成了习近平精准扶贫思想,承诺到2020年全部贫困人口在现行标准下如期脱贫,解决区域性的整体贫困问题,贫困县全部摘帽。在习近平总书记关于做好新疆工作的系列重要讲话中,习近平总书记的的精准扶贫思想贯穿始终,并结合新疆实际提出精准扶贫脱贫的重大举措,这为南疆四地州做好扶贫脱贫工作指明了方向和提供了根本遵循。首先本文以习近平精准扶贫思想为理论基础。通过对习近平精准扶贫思想的形成和发展的时代背景、思想来源、主要内容进行梳理后,指出其核心理念是精准化理念。在这一理念指导下,不断地创新是其发展的不竭动力。以精准化理念为指导,以“精准”为主要内容的把扶贫工作的精细化分,创新形成了精准扶贫这一扶贫工作的新方法、新思路。最后精准扶贫思想实现的是以精准扶贫为扶贫工作的新方法、新思路的新举措,最终实现在物质和精神价值旨向的双重脱贫。其次围绕精准扶贫思想,去分析南疆四地州扶贫开发状况。结合南疆四地州的贫困概况及其特殊性,之前扶贫中各个环节中存在的精准度上的“贫困”问题及其脱贫的重大意义出发,南疆四地州要以地方根源性的致贫因素为靶向来精准扶贫。再次分析指出精神贫困是根源性的致贫因素,并且隐藏在幕后一直扩大对扶贫工作的不利影响,之前的扶贫工作中只是解决因精神贫困而派生的物质层面的表象性问题,最后建议以扶志为精准扶贫工作的起点,嵌入南疆四地州的精准扶贫工作。只有提升贫困地区的自我发展能力和贫困群众的自力更生能力才是根本出路,因此要在完善精准扶贫中做到精准扶贫和精神脱贫的相统一。政府主导、群众主动的作用,离不开党员干部的执行和引导,党员干部的精神贫困必须第一时间扫除;群众做不到精神脱贫会导致精准扶贫工作的低质低效和贫困群众的“等靠要”思想,拿自身不作为来威胁干部这一在脱贫攻坚时期的升级,必须把精神贫困这一隐性东西放到明面即要把扶志这一精神脱贫工作作为南疆四地州精准扶贫工作的起点,以实现精神层面和物质层面的扶贫措施的内外动力的精准配合。在南疆四地州这一维吾尔族聚集区,尤其是要培育、扶持和引导以维吾尔族农民为主体的本土化的多形式的维吾尔族民间互助组织的社会力量。
