池州市农业转移人口市民化的问题研究

【摘要】：随着经济社会发展的客观趋势,推进城镇化、提高城镇化率将是工业化发展、推进农业人口非农化、非农人口市民化的实质。当前和今后相当长一段时间,我国应以农业转移人口市民化为重要任务,积极稳妥推进城镇化,为调整优化城乡区域经济结构,扩大内需,促进经济持续健康发展创造条件。国务院日前印发《关于实施支持农业转移人口市民化若干财政政策的通知》指出,加快农业转移人口市民化,是推进以人为核心的新型城镇化的首要任务,是破解城乡二元结构的根本途径,是扩内需、调结构的重要抓手。本文主要通过总结农业转移人口市民化的理论基础,进行池州市农业转移人口市民化发展历程及可行性和必要性的分析,探讨池州市农业转移人口市民化现状及存在问题,从而给出推进池州市农业转移人口市民化的对策建议。本文共分五章:在第一章中,主要介绍论文的研究背景及意义、研究的主要内容、研究方法、创新点和不足。阐述全文的研究思路和研究纲领,为接下来的研究分析提供铺垫。在第二章中,主要从农业转移人口市民化的现状总结、农业人口流动机制、农业转移人口市民化意愿的影响因素、农业转移人口市民化的制约因素研究等几个方面进行梳理,总结国内关于农业人口流动的研究成果,为后续的研究提供理论基础。在第三章中,首先介绍池州市农业转移人口的形成和发展,再以脱钩理论和方法为基础,对安徽省池州市城乡建设用地变化的脱钩形态加以划分,分析其变化规律及发展态势,对池州市城镇化的发展现状进行总结。最后对池州市农业转移人口市民化可行性进行分析。在第四章中,对池州市现行农业转移人口市民化的存在问题进行分析,并分层次剖析原因。在第五章中,在总结全文分析结果的基础上,加以借鉴国内其他省市关于推进市民化建设的模式和经验,为池州市合理有序地推进农业转移人口的市民化提供政策建议。

At the end of the Chizhou city agriculture transfer of population urbanization feasibility analysis in the fourth chapter, the problems of the existing Chizhou citizens of the agricultural population transfer analysis and level analysis. In the fifth chapter, based on summarizing the analysis results, to learn from other provinces and cities on promoting urbanization construction mode and experience for the city of Chizhou provides the reasonable and orderly advance the policy suggestions for the transfer of population of people in agriculture.
