同城化背景下广西北部湾经济区土地利用结构优化研究

【摘要】：“同城化”是我国提出的一个新概念,在某种意义上相当于国外的“城市群”或者“都市圈”,同城化的发展模式有助于超越区域城市之间的行政界限和市场经济界限,实现不同区域城市之间社会、经济、文化以及生态上的友好合作。土地资源作为城市的载体,是同城化发展最重要的资源要素之一,合理的土地利用结构可以有效地促进同城化发展,同城化发展反过来也可以约束土地利用结构的布局。因此,研究同城化背景下的土地利用结构优化布局,以同城化发展作为约束条件来建立同城化背景下的土地利用结构优化模型,对促进同城化发展具有重要的意义。文章以广西北部湾经济区作为研究区域,立足于北部湾经济区同城化发展的背景,首先对北部湾经济区同城化的基础条件和体制机制进行分析,研究同城化发展与土地利用结构的关系,其次分析北部湾经济区的土地利用概况,得出北部湾北部湾经济区土地利用的特点以及存在问题,然后运用灰色GM(1,1)预测目标年2020年的人口、耕地、粮食单产和粮食总产,接着设置变量、目标函数和同城化约束条件、建立土地利用结构优化模型,通过linggo软件求解模型得到优化结果,最后分析优化方案和提出建议。优化结果表明:优化后的耕地面积减少1079.76hm2,园地增加19942.27hm2,林地增加22813.5hm2,牧草地减少558.99hm2,其他农用地增加3490.33hm2,城镇用地增加38636.59hm2,农村居民点减少39650.81hm2,独立工矿用地增加1705.7hm2,交通用地增加9001.82hm2,未利用地减少79861.08hm2。优化后的土地利用结构兼顾了经济效益、社会效益和生态效益,对于促进广西北部湾经济区土地可持续利用和同城化的健康发展具有积极意义。
[Abstract]:"Tongcheng" is a new concept put forward by our country, which is equivalent to "urban agglomeration" or "urban circle" in some sense. The development model of the same city is helpful to transcend the administrative boundary and the market economic boundary between the regional cities and realize the society and economy among the different regional cities. Cultural and ecological friendly cooperation. As a carrier of the city, land resources is one of the most important resource elements of the development of the city, reasonable land use structure can effectively promote the development of the same city. In turn, the development of the same city can also constrain the layout of the land use structure. Therefore, the optimal layout of the land use structure under the background of the same city is studied. It is of great significance to establish the optimization model of land use structure under the background of the same city with the development of the same city as the constraint condition. The article takes the Beibu Gulf Economic Zone of Guangxi as the research area. Based on the background of the development of the Beibu Gulf Economic Zone with the city, this paper first analyzes the basic conditions and institutional mechanism of the development of the Beibu Gulf Economic Zone with the city, and studies the relationship between the development of the same city and the structure of land use. Secondly, by analyzing the general situation of land use in Beibu Gulf Economic Zone, the characteristics and existing problems of land use in Beibu Gulf Economic Zone are obtained, and then the population of the target year of 2020 is predicted by using Grey GM1 / 1). Cultivated land, grain per unit yield and total grain yield, then set up variables, objective functions and constraints, set up the optimization model of land use structure, and get the optimization results by solving the model by linggo software. The results showed that the cultivated land area decreased by 1079.76hm2 and the garden land increased by 19942.27hm ~ 2. The forest land increased by 22813.5hm2, the forage land decreased by 558.99hm2, the other agricultural land increased by 3490.33hm2and the urban land increased by 38636.59hm2. The rural residential area decreased by 39650.81hm2, the independent industrial and mining land increased by 1705.7hm2and the traffic land increased by 9001.82hm ~ 2. The unused land was reduced by 79861.08hm2.The optimized land use structure gave consideration to economic, social and ecological benefits. It is of positive significance to promote the sustainable land use and the healthy development of the same city in Guangxi Beibu Gulf Economic Zone.
