【摘要】：依据刺激-反应模式,本文将扶贫开发政策和社会保障政策的组合作为贫困户的行为刺激,重点研究如何有效组合这两类政策,形成有效刺激,以最大化贫困户的福利水平、以及由贫困户和非贫困户组成的农村福利水平,并借助系统动力学模型对理论分析结果进行效果模拟,为促进这两类政策的有效衔接提供支持。研究结果显示:从贫困户福利和农村福利两个层面看,我国今后一段时间的扶贫开发和社会保障政策的最优组合方式是"紧保障、宽扶贫";减贫政策的重点区域依次是提高贫困户的资源整合能力、技术水平,以及加大扶贫资源的投入规模。本文的贡献主要体现在两个方面:一是从微观层面分析扶贫开发和社会保障的作用机理和组合策略,这对促进扶贫开发和社会保障两项政策的对接具有一定的指导意义;二是使用系统动力学模型来模拟可行政策的优先顺序,便于提高我国精准帮扶政策组合的针对性、直观性和科学性。
[Abstract]:According to the stimulus-response model, the combination of pro-poor development policy and social security policy is regarded as the behavioral stimulus of the poor households, and the emphasis is on how to effectively combine these two policies to form an effective stimulus. In order to maximize the welfare level of poor households and rural welfare level composed of poor households and non-poor households, and with the help of system dynamics model to simulate the results of theoretical analysis. In order to promote the effective convergence of these two types of policies, the results show that: from the two levels of welfare of poor households and rural welfare. The optimal combination of poverty alleviation and social security policy in China for some time to come is "tight guarantee, broad poverty alleviation"; The priority regions of poverty reduction policy are to improve the ability of resource integration and technical level of poor households. The contribution of this paper is mainly reflected in two aspects: the first is to analyze the mechanism and combination strategy of poverty alleviation development and social security from the micro level. This has a certain guiding significance to promote the development of poverty alleviation and social security policy docking; Second, the system dynamics model is used to simulate the priority order of feasible policies, which is convenient to improve the pertinence, intuitiveness and scientificalness of the policy combination of precision help in our country.
