【摘要】：当前在供给侧改革成为我国经济发展的主旋律下,农业供给侧结构性改革已经作为“三农”工作的主线在深入推进,其改革的主攻方向是提高农业供给质量,实质上就是通过解决农业中出现的供给与需求的错配问题,提高农业效益和竞争力,从而实现增加农民收入和保障有效供给的主要目标。那么作为我国农业大省的河北省来说,面临全省农业生产大而不强、多而不优和农业竞争力整体上不强等突出问题,如何在农业供给侧结构性改革引领下,探寻提升农业竞争力的有效策略,做优做强现代农业,加速由传统农业大省向现代农业强省的转变,推进农业现代化进程,进而助推全省产业的全面转型升级,是一个十分值得深入探讨的课题。本文研究的核心问题是农业供给侧结构性改革引领下的河北省农业竞争力提升策略问题,首先在界定的农业竞争力内涵的基础上,从时间和空间两个维度对河北省农业竞争力主要特征进行了实证分析,包括基于熵权法的农业竞争力时序变动分析、基于偏离份额法的相邻省域间农业竞争力比较分析和基于熵权TOPSIS法的省域内农业竞争力差异分析,以期从中发现全省农业发展的优劣势和农业竞争力的主要影响因素;然后依据前述揭示的河北省农业竞争力的时空特征,并结合目前实际情况,探讨了提升河北省农业竞争力面临的突出问题,比如农业内部结构不合理、农业物流体系不健全、农业生产条件基础不牢靠、农业产业化经营水平不高和对农产品市场掌控力较弱等;最后针对所存在的问题,提出了相应的提升河北省农业竞争力的主要策略,包括优化农业产业结构,依托结构提升农业效率;加强农业物流体系建设,助推全省多产业融合;夯实农业生产条件基础,推进绿色农业发展;转变经营发展模式,激发农业新活力;以信息和质量为先导,提高农产品品牌影响力。
[Abstract]:The current in the supply side reform has become the main theme of China's economic development, agricultural supply side structural reform as main line of "three rural" work in advance, the main direction of the reform is to improve the quality of agricultural supply, in essence is to solve the problem of mismatch of supply and demand in agriculture, improve agricultural efficiency and the main goal of competitiveness, and thus to increase the income of the farmers and ensure the effective supply. It is a major agricultural province of Hebei Province, the province's agricultural production faces big but not strong, more than excellent agricultural competitiveness on the whole is not strong, how the agricultural supply side structural reforms under the guidance, to explore effective strategies to enhance the competitiveness of agriculture, and make modern agriculture, accelerate the transition from traditional agricultural province of modern agricultural province, promote the process of agricultural modernization, thus boosting the province's industrial Upgrade the overall transformation, is a topic worthy of further discussion. The core of this thesis is the strategy of agricultural competitiveness in Hebei province leading agricultural supply side structural reforms under the promotion, based on the definition of the connotation of agricultural competitiveness, from the time and space of two dimensions to make an empirical analysis of the main characteristics of Hebei the agricultural competitiveness, including changes in timing analysis of agricultural competitiveness based on entropy analysis, comparative analysis of adjacent province shift share method between agricultural competitiveness and the competitiveness of agricultural province based on entropy TOPSIS method based on the difference, in order to find the main factors affecting the agricultural development and the advantages and disadvantages of agricultural competitiveness from then; according to the temporal characteristics of agricultural competitiveness in Hebei Province revealed, and combined with the current actual situation, discusses how to improve agricultural competitiveness in Hebei province is facing a sudden The problems, such as unreasonable agricultural structure, agricultural logistics system is not perfect, the basic conditions of agricultural production is weak, the management level of agricultural industrialization is not high and the agricultural products market control is weak; finally, in view of the existing problems, put forward the main strategies in Hebei province to enhance agricultural competitiveness, including the optimization of agricultural industry the structure, improve the efficiency of agricultural support structure; strengthen the construction of agricultural logistics system, boosting the province's industrial integration; strengthening agricultural production conditions, promote the development of green agriculture; the transformation of development mode of operation, to stimulate new vitality in agricultural industry; information and improve the quality of the pilot, the agricultural product brand influence.
