【摘要】：推进农业供给侧结构性改革既是着眼经济全局深化改革重要的一环,又是新时期农业发展战略的聚焦和升华。供给侧改革的主战场是要素市场,重头戏是产权改革。土地要素配置是推进农业供给侧结构性改革的基础和关键点。农地确权是深化农村综合改革的基础,也是在农业供给侧结构性改革背景下促进土地要素资源优化配置的必要前提。作为一种强制性制度变迁,农地确权不仅是对不同群体之间土地产权关系的重构和确认,还是一个资源、时间和精力消耗的过程。实践中,各地农地确权试点进度不一、特征各异,且存在一些共性问题。在农业供给侧结构性改革背景下,把握农地确权的政策含义与实践特征,妥善解决确权工作中暴露出的关键问题,对于深化农村改革、优化土地要素资源配置具有特殊意义。
[Abstract]:To promote the supply-side structural reform of agriculture is not only an important part of deepening the reform in view of the overall economic situation, but also the focus and sublimation of the agricultural development strategy in the new period. The main battlefield of supply-side reform is the factor market. Land element allocation is the basis and key point of promoting the structural reform of agricultural supply-side, and the confirmation of farmland right is the basis of deepening the comprehensive reform in rural areas. It is also a necessary prerequisite to promote the optimal allocation of land element resources under the background of supply-side structural reform of agriculture, as a compulsory institutional change. Land ownership is not only the reconstruction and confirmation of the relationship between different groups of land property rights, but also a process of consumption of resources, time and energy. Under the background of agricultural supply-side structural reform, it is necessary to grasp the policy meaning and practical characteristics of farmland right confirmation and properly solve the key problems exposed in the right confirmation work, which will help to deepen the rural reform. It is of special significance to optimize the allocation of land resources.
