【摘要】：贫困作为一种社会生活中的经济现象,是发达国家和发展中国家需要共同面对的难题,也是学术界一直关注的重要领域。"十三五"时期,是全面建成小康社会的收官期,只有解决贫困人口的全部脱贫才能实现这个百年目标。现今剩余的贫困人口,大多分布在老、少、边、穷地区,是扶贫工作中最艰巨、最复杂的任务。内蒙古自治区地处边疆,生态环境恶劣,经济发展落后,是少数民族的主要聚居地,贫困形势较为严重。随着"8337"发展思路的提出和"一带一路"战略的实施,给内蒙古扶贫工作带来了新要求和新挑战。今年,习近平总书记再次对精准扶贫工作进一步指导,提出精准扶贫需要下一番"绣花"功夫。现阶段,政府财政资金已经难以满足精准扶贫的资金需求,不仅需要金融机构提供信贷资金,共同参与精准扶贫工作,更需要发挥金融的市场作用,刺激贫困地区自生发展,实现贫困人口长期脱贫、全面脱贫。在此背景下,本文以金融精准扶贫为研究对象,依据金融扶贫理论、农业信贷补贴理论以及普惠金融理论,立足于内蒙古实际,发现内蒙古开展金融精准扶贫是符合政策导向和实际区情的必然选择,也取得了显著成效。但存在一定问题和困境,如政府扶贫工作缺乏法律保障、容易产生寻租行为,参与扶贫的金融体系单一、农业保险发展滞后,贫困户诚信意识薄弱和扶贫产业粗放式经营导致难以获得贷款等。因此,提出了政府加强引导、完善法律法规,发展普惠金融、鼓励农业保险发展,提高贫困户金融意识、助力传统产业改造升级等针对性的建议。

The Inner Mongolia Autonomous Region is located in the border area, ecological environment, economic development is backward, mainly inhabited by minority ethnic, poverty situation is more serious. With the implementation of the "8337" development idea and "area a road" strategy, bring new requirements and new challenges to Inner Mongolia's poverty alleviation work. This year, the general secretary Xi Jinping again to further guide the precise poverty alleviation, proposed a "precise poverty need stitch Take "Kung Fu. At this stage, the government funds have been difficult to meet the precise poverty alleviation fund demand, not only need the financial institutions to provide credit funds to participate in poverty alleviation precise, more needs to play the role of financial market, stimulate the poverty-stricken areas to achieve long-term development in situ, poor people out of poverty, comprehensive poverty. Under this background, this paper takes the financial precision poverty alleviation as the research object, based on the theory of financial poverty, agricultural credit subsidies theory and inclusive finance theory, based on the actual situation of Inner Mongolia, found in Inner Mongolia to carry out financial precise poverty is the inevitable choice in line with the policy guidance and the actual situation, also made remarkable achievements. But there are some problems and difficulties, such as the government poverty alleviation work lack of legal protection, easy to the behavior of rent-seeking, participation in poverty alleviation of the financial system is single, lagging behind the development of agricultural insurance, poverty and poverty alleviation industry extensive weak sense of integrity Management has led to the difficulty in obtaining loans. Therefore, we have put forward some specific suggestions such as strengthening government guidance, improving laws and regulations, developing Inclusive Finance, encouraging the development of agricultural insurance, raising financial awareness of poor households, and promoting transformation and upgrading of traditional industries.
