四川省农村劳动力产城转移的影响因素及效用研究

【摘要】：2004-2015年,连续12年的“中央一号文件”聚焦“三农”,说明政府和党中央对“三农”问题的关心和重视程度。从改革开放之后的经验看来,工业化对促进经济发展发挥了极大的促进作用,同时对于解决三农问题和缩小城乡收入差距也发挥了重要作用。四川省作为中国传统的农业大省,农业部门的劳动生产率低,工业部门的劳动生产率高,要实现工业化就必须要将劳动力从劳动生产率低的农业部门转移到劳动生产率高的工业部门,以此促进经济发展和人民生活水平的提高。本文对四川省的农村劳动力转移问题进行的研究,不仅对四川省的农村劳动力转移问题具有重要作用,而且对其他劳动力大省或农村大省具有很强的借鉴意义,对国家的城镇化发展也具有积极的促进作用。本文从理论研究和实证分析两方面对农村劳动力转移问题研究,主要包括:对农村劳动力转移的相关理论进行研究、采用实证分析的方法对农村劳动力转移的影响因素以及农村劳动力转移对经济增长的效应进行分析,以期寻找到解决四川省农村劳动力转移问题的方法,来促进我省经济发展和人民生活水平提高。具体来说,论文可以分为4大部分:第一部分是文章的第1-3章,为全文的理论研究基础。首先分析文章的研究背景及研究意义,阐述文章主要采用的研究方法以及研究思路,然后对国内外相关文献进行收集和整理,分别对农村劳动转移的影响因素以及对经济增长的作用进行归纳和总结,最后对国内外的农村劳动力转移理论进行阐述。第二部分为文章的第4章,为全文的现实研究基础。主要对四川省农村劳动力转移的现状进行描述性分析,具体包括对四川省第六次人口普查时的省内外流动人口情况、四川省历年的劳动力转移数量和四川省历年农村劳动力在产业间转移的数量,寻找其中存在的特点和趋势。第三部分为文章的第5-7章,为全文的实证分析部分。具体包括两大部分:一是采用LMDI分析方法对四川省农村劳动力转移的影响因素进行分析寻找影响四川省农村劳动力转移的主要因素;二是对农村劳动力转移的效应进行分析,主要包括用逐步线性回归方法对农村劳动力转移对经济增长的影响分析、经济增长对农村劳动力的吸纳能力分析以及使用shift-share分析方法对农村劳动力转移对经济增长产生的效用分析。第四部分为文章的结论,是全文的总结和结束部分。主要根据前文的研究和分析提出文章的结论,并相应的提出一些促进四川省农村劳动力转移的政策建议。主要包括:优化产业结构,加大创新力度,完善农村劳动力教育和技术培训制度。同时在论文的最后一部分阐述本文研究的不足以及对今后研究的展望。本文研究结果发现,在1990年~2013年期间,影响四川省农村劳动力转移的主要因素是农业经济发展水平、产业结构和非农产业效率,四川省农村劳动力在产业间的转移对经济增长的贡献率为5.63%,农村劳动力转移能够促进经济的增长,同时经济增长也能增强对农村劳动力的吸纳能力。因此在制定农村劳动力转移政策时,我们应该通过调整产业结构、进行技术创新等方式来促进农村劳动力的进一步转移,从而来促进经济增长。

It includes two parts: one is using the LMDI analysis method to analyze the impact of Sichuan Province agricultural village looking for the influence factors of rural labor transfer in Sichuan Province The main factors of labor transfer; the two is on the effect of rural labor transfer are analyzed, including by stepwise linear regression analysis of the impact on economic growth on the rural labor transfer, economic growth analysis of the absorptive capacity of the rural labor force and the use of shift-share analysis method on the transfer of rural labor force has effect on the economic growth. The fourth part is the analysis of the conclusion is the summary of the main and end part. The conclusion is put forward according to the previous research and analysis, and put forward some corresponding to promote the transfer of rural labor in Sichuan province. The main policy suggestions include: optimizing the industrial structure, increase innovation, improve the rural labor education and technical training system. At the same time in the last the part of this paper studies the problems and prospects for future research. The results of this study found that in 1990 During the period of ~2013, main influencing factors of rural labor transfer in Sichuan province is the agricultural economic development level, industrial structure and industrial efficiency, the transfer of rural labor in Sichuan province between the industry's contribution to economic growth rate of 5.63%, can promote the economic growth of rural labor transfer, while economic growth can also enhance the ability of absorbing rural labor. Therefore in the development of rural labor transfer policy, we should adjust the industrial structure, technological innovation and other ways to further promote the transfer of rural labor force, so as to promote economic growth.
