【摘要】：从20世纪70年代改革开放至今,在党的领导和广大人民群众的积极努力、奋勇拼搏下,中国经济社会发生了巨大的变化。尤其是近年来,随着党和国家政策的逐步完善,政治、经济、文化事业屡获佳绩,人民生活水平以及国际地位显著提高。城市化与新农村建设取得了较为明显的成效。然而,总体上看,我国城乡经济社会发展不平衡、不协调的问题广泛存在,由此产生的城市与农村差距逐渐拉大,社会矛盾突出等问题正严重制约着我国现代化建设进程。统筹城乡发展,势在必行。早在2002年,我们党就提出了统筹城乡发展的战略决策,而目前来看,在城市化与新农村建设的战略背景下,各地在如何实现城乡统筹问题上认识不一,在城乡经济发展道路上也各有差异,城市化与新农村建设时时刻都在谈,但城市与农村的差距不但没有缩小,反而呈现出日益拉大的势头。因此,针对以上问题,文章就如何统筹城乡的道路的问题展开了探讨。第一部分首先在探讨当前我国现代化发展所面临问题的基础上,从认识国情与城乡关系、缩小城乡差距等方面分析了城乡关系研究意义。其次,分别从城乡关系“对立论”、“统一论”的视角以及工业革命以来西方经济社会发展的重要时间节点为主线,对国内外城乡关系的研究现状进行了总结分析。最后探讨了文章的研究方法与路径以及创新之处。第二部分从我国国情出发,结合前人的研究理论,深入探讨了城市化、新农村建设以及城乡统筹的相关概念、内涵,以及城市化、新农村建设与城乡统筹的关系。第三部分在结合前人研究的基础上,阐述了本文的理论基础。第四部分主要从现状和问题两个方面,结合相关数据,着重探讨了我国城乡统筹发展所面临的困境。第五部分则从城乡二元体制、重工业发展战略、农村工业化以及对于城市化认识误区几方面,分析了我国当前城乡问题的原因。第六部分依据马克思、恩格斯所提出的城乡关系发展理论,从市场、产业、文化三大方面,分析了城市化与新农村建设的互动机制,指出城市化与新农村建设之间的互动是开展城乡统筹的必由之路。第七部分则是从体制改革、互动平台以及法规机制几方面,结合城市化与新农村建设的互动机制,提出了统筹城乡发展的对策。
[Abstract]:Since 1970s, under the leadership of the Party and the active efforts of the masses, great changes have taken place in China's economy and society, especially in recent years. With the gradual improvement of the Party and state policies, the political, economic, cultural undertakings have achieved good results, the living standards of the people and the international status have been significantly improved. Urbanization and the construction of new rural areas have achieved obvious results. On the whole, the urban and rural economic and social development in China is not balanced, the problem of uncoordinated exists widely, resulting in a widening gap between urban and rural areas. As early as 2002, our Party put forward a strategic decision to coordinate the development of urban and rural areas. Under the strategic background of urbanization and new rural construction, different places have different understanding on how to realize urban-rural overall planning, and also have their own differences in the road of urban and rural economic development. Urbanization and new rural construction are always discussed. However, the gap between urban and rural areas has not been narrowed, but has shown a growing momentum. Therefore, in view of the above problems. This paper discusses how to coordinate the road between urban and rural areas. The first part is based on the discussion of the problems faced by the current development of modernization in China, from the understanding of the national conditions and the relationship between urban and rural areas. Narrowing the gap between urban and rural areas to analyze the significance of urban-rural relations. Secondly, respectively from the urban-rural relationship "opposites." The perspective of "Unification Theory" and the important time node of western economic and social development since the Industrial Revolution are the main lines. Finally, the article discusses the research methods and paths and innovations. The second part is based on the situation of our country, combined with the previous research theory. The third part discusses the concept and connotation of urbanization, the construction of new countryside and the relationship between urbanization, new rural construction and urban-rural planning. The third part is based on the previous studies. This paper expounds the theoretical basis. Part 4th mainly from the current situation and problems, combined with relevant data, focusing on the difficulties faced by the overall development of urban and rural areas in China. Part 5th from the dual system of urban and rural areas. The development strategy of heavy industry, rural industrialization and the misunderstanding of urbanization are analyzed in this paper. Part 6th is based on the development theory of urban-rural relationship put forward by Marx and Engels. From the three aspects of market, industry and culture, this paper analyzes the interactive mechanism between urbanization and the construction of new countryside. It is pointed out that the interaction between urbanization and the construction of new countryside is the only way to carry out the overall planning of urban and rural areas. The 7th part is from the aspects of system reform, interactive platform and legal mechanism. Combined with the interactive mechanism of urbanization and the construction of new countryside, this paper puts forward the countermeasures to coordinate the development of urban and rural areas.
