【摘要】：随着社会主义市场经济的发展，，现行的征地制度已经越来越不适应是经济社会发展的需要，由于征地补偿制度的不合理，损害了农民的合法权益，从而引发了很多社会矛盾，所以研究被征农地的增值收益分配的这一问题，具有重要的现实意义。征地补偿中被征地农民获得了直接的经济效益，被征地农民参与到了城市化的进程中来，征地补偿款是他们很重要的经济来源，是他们在今后生活中的重要保障，然而征地过程中，土地被低价征用，高价出让，对失地农民的安置办法单一，难以解决失地农民的长远生计。本文首先通过文献分析和比较研究，总结了国内外被征收农地的增值收益分配的研究前沿与研究方法，梳理了征地补偿的相关理论，为被征收农地的增值收益分配问题奠定了理论基础；其次，对被征收农地的增值收益分配的现状进行了深入的剖析，从中找出问题与原因。紧接着，在机理分析中构建了征地补偿的博弈模型，在利用博弈论的过程中，文章的焦点成为对用地单位、政府、集体经济组织、农民四方位博弈，在此基础上，通过数据与运算，提出四方利益分配方案。最后，本文遵循着“以最广大农民利益为根本，在征地过程中保障失地农民生活水平不降低”的理念，从多角度对被征农地的增值收益分配的主要问题进行了深入分析，提出被征农地的入市思路，并针对性地提出了对策及建议。
[Abstract]:With the development of socialist market economy, the current land expropriation system has become more and more unsuitable for the needs of economic and social development. Because of the unreasonable compensation system of land expropriation, the legitimate rights and interests of farmers have been damaged. As a result, there are many social contradictions, so it is of great practical significance to study the distribution of value-added income of the expropriated farmland. The peasants who have been expropriated in the compensation of land expropriation have obtained direct economic benefits. Land requisition farmers participate in the process of urbanization, land requisition compensation is their very important economic source, is an important guarantee in their future life, but in the process of land expropriation, land is expropriated at a low price. It is difficult to solve the long-term livelihood of land-losing farmers. Firstly, through literature analysis and comparative study, this paper summarizes the research frontier and research methods of value-added income distribution of expropriated farmland at home and abroad, and combs the relevant theories of land expropriation compensation. It lays a theoretical foundation for the distribution of value-added income of expropriated agricultural land. Secondly, the current situation of value-added income distribution of expropriated agricultural land is deeply analyzed, and the problems and reasons are found out. Then, the game model of land expropriation compensation is constructed in the mechanism analysis. In the process of using game theory, the focus of the article is on land use units, governments, collective economic organizations, farmers in four directions game, on this basis, through data and operations, put forward the quadripartite benefit distribution scheme. Finally. This paper follows the idea of "taking the interests of the vast majority of farmers as the foundation and ensuring that the living standards of the landless peasants will not be lowered during the process of land requisition". This paper makes a deep analysis of the main problems in the distribution of the value-added income of the expropriated farmland from various angles, puts forward the idea of entering the market of the expropriated agricultural land, and puts forward some countermeasures and suggestions.
