基于低碳农业视角的西部地区农业生产效率测度研究

【摘要】:中国是农业大国,农业在中国占据固国兴邦的战略产业地位,其发展状况与国力民生息息相关。然而,当前粗放型农业发展模式最终将难以为继。因此,我们必须走可持续发展之路,在促进农业发展的同时兼顾生态环境效益,提高农业生产效率。西部地区土地广阔,但农业发展水平始终不高,是中国农业发展领域的短板。本文基于低碳农业视角对西部地区农业生产效率进行了测度,分析低碳农业的影响因素,找出西部地区农业发展缓慢的原因所在,并根据研究结果提出相应政策建议。研究发现,改善该地区农业状况可以从五方面入手:完善低碳农业立法工作与政策体系建设,制定中长期发展规划;注重低碳农业技术研发与推广,加快农业发展方式转变;加强知识技能培训,分类别培育专业领军人才;加快土地流转,实现农业规模化经营;加强财政资金管理,优化财政支农资金分配模式。论文分为七个部分,第一章是引言,介绍了本文的研究背景与研究意义,归纳总结了国内外相关研究内容,概述了本文的研究内容与方法,提出了本文的创新点与不足。第二章是概念界定与理论基础。首先介绍了低碳农业、农业生产效率、农业碳排放和农业碳汇量等概念,然后列举了本文的理论依据。第三章是对西部地区农业碳排放与农业碳汇量进行测度,分析其时空特征并为下文农业生产效率的测算提供数据支撑。第四章是基于低碳农业视角对西部地区农业生产效率的实证分析。首先,本文采用SBM模型测算中国西部基于低碳农业视角的农业生产效率,然后从静态和动态两个方面进行分析。本文通过对技术效率、纯技术效率、规模效率以及规模报酬的静态分析,全面展示了西部地区农业发展状况。利用Malmquist生产率指数模型对西部地区农业生产效率以及技术效率和技术进步进行了时序演变和增长源泉分析,从动态角度对其发展状况进行研究。第五章对西部地区农业生产效率进行省域比较,了解其空间分布特征,并对各省份进行低碳农业发展类型界定。第六章对西部地区农业生产效率的影响因素进行回归分析,找出促进西部地区农业发展的方法。第七章对研究结果进行总结,并根据研究结果提出提高西部地区低碳农业发展水平的政策建议。
[Abstract]:China is a large agricultural country, agriculture occupies a strategic industrial position in China, and its development is closely related to the people's livelihood. However, the current extensive agricultural development model will ultimately be unsustainable. We must take the road of sustainable development, give consideration to the ecological environmental benefit while promoting agricultural development, and improve the efficiency of agricultural production. The western region has a vast land, but the level of agricultural development is not high all the time. Based on the perspective of low-carbon agriculture, this paper measures the agricultural production efficiency in the western region, analyzes the influencing factors of low-carbon agriculture, and finds out the reasons for the slow development of agriculture in the western region. According to the results of the study, the author puts forward the corresponding policy recommendations. The study found that the improvement of the agricultural situation in the region can be started from five aspects: perfecting the legislation and policy system construction of low-carbon agriculture, formulating the medium- and long-term development plan; Pay attention to the research and development and popularization of low-carbon agricultural technology, accelerate the transformation of agricultural development mode; Strengthen the training of knowledge and skills, cultivate professional leaders by category; Speeding up the land circulation and realizing the large-scale management of agriculture; The paper is divided into seven parts, the first chapter is the introduction, introduced the research background and significance of this paper, summarized the relevant research content at home and abroad. This paper summarizes the research contents and methods of this paper, and puts forward the innovation points and shortcomings of this paper. The second chapter is the definition of the concept and the theoretical basis. Firstly, the low-carbon agriculture and agricultural production efficiency are introduced. Agricultural carbon emissions and agricultural carbon sequestration and other concepts, and then enumerate the theoretical basis of this paper. Chapter three is the measurement of agricultural carbon emissions and agricultural carbon sinks in the western region. Analysis of its space-time characteristics and provide data support for the following measurement of agricultural production efficiency. Chapter 4th is based on the perspective of low-carbon agriculture empirical analysis of agricultural production efficiency in the western region. First of all. This paper uses SBM model to estimate the agricultural production efficiency based on the perspective of low-carbon agriculture in western China, and then analyzes it from static and dynamic aspects. Static analysis of scale efficiency and scale reward. In this paper, the agricultural development situation in the western region is comprehensively demonstrated. Using Malmquist productivity index model, the temporal evolution and the source of growth of agricultural production efficiency, technical efficiency and technological progress in the western region are analyzed. . From the dynamic point of view, the development of the agricultural production efficiency in the western region was compared in the 5th chapter, and the spatial distribution characteristics of the agricultural production efficiency were understood. And the development types of low-carbon agriculture are defined in each province. Chapter 6th carries on regression analysis to the influencing factors of the agricultural production efficiency in the western region. Chapter 7th summarizes the research results and puts forward some policy suggestions to improve the development level of low-carbon agriculture in western China.
