【摘要】：城镇化过程中农村人口的持续外流导致了以农村空心化、农业边缘化和农民老龄化为代表的"新三农"问题的出现。部分对"新三农"问题发展前景持悲观态度的学者认为未来农村将消逝、农业将衰落和农民将消失,对发展前景持乐观态度的学者则认为城镇化为"新三农"问题的解决提供了机遇,未来我国新农村建设将提速,农业将转型升级,新型职业农民也将在此背景下应运而生。城镇化给我国"新三农"问题的解决提供了历史机遇,同时也使其面临巨大的现实挑战。重构农村居民主体、农业生产主体和农民养老主体是事关当前"新三农"问题治理成败的关键性政策举措。
[Abstract]:The rural population in the process of urbanization has led to a sustained outflow of rural hollowing, agriculture and farmers marginalized aging as the representative of the "three rural" problems. Part of the "new rural development pessimistic outlook of scholars believe that the future of rural agriculture will disappear, and the decline of farmers will disappear, optimistic attitude towards the future development of the scholars that provide opportunities for urbanization" to solve new problems, the future of China's new rural construction will speed up the transformation and upgrading of agriculture, new occupation farmer will emerge under this background. It provides a historical opportunity of urbanization to solve China's "three rural issues", at the same time the challenges facing the reality of the huge rural residents. The main body of agricultural production and reconstruction, farmers' pension is the main key policy initiatives related to the "new rural governance success.
