产城融合理念下土地一级开发管理创新研究

【摘要】：土地一级开发能够保障城市土地科学化、系统化和集约化利用,是我国城市土地开发的一种创新模式。实施土地一级开发制度,能处理好城市经济发展与城市规划的关系,使土地利用总体规划、城市规划能够顺利实施。然而,土地一级开发管理在全国还没有统一的政策制度,各地开发模式及管理办法不尽相同,土地一级开发还存在诸多问题,已造成政府管理、业主管理和社会管理的不协调。就产城融合发展而言,产业和城市功能融合,产业和空间融合是达到产城融合的必备条件,“以产促城,以城兴产,产城人融合”才能够更好的实现。要想推动新型城镇化,产城融合是高效运行的新理念和新模式,对于促进中国经济发展和现代化进程具有重要的战略意义。因此,深入开展产城融合理念下我国土地一级开发管理创新研究具有重要的理论和现实意义。本文在综述已有土地一级开发的概念、内容、特征、模式等相关研究基础上,分析我国土地一级开发的作用、发展历程、开发模式以及目前存在的普遍性问题,并着重分析北京、上海、重庆土地一级开发模式特点,探讨政府在土地一级开发管理中存在的问题及其成因;实地整理总结北京未来科技城土地一级开发案例,总结提炼其经验;结合城市规划理论、政府规制理论,提出我国土地一级开发管理对策。我国土地一级开发主要存在土地一级开发的法律制度缺乏、城市规划与产业规划脱节、政府在土地一级开发中的管理失灵、土地一级开发后的管理不当等问题;应进一步健全法律制度,加快完善管理体制,提升发规划水平,明确政府的职能和责任,强化开发后管理,加强政府的监督管理。本文研究为我国土地一级开发建设与管理、产城融合发展规划等提供理论依据。

In order to promote the new urbanization, production integration of the city is the new idea and efficient operation The new model has important strategic significance in promoting China economic development and modernization. Therefore, carry out the production integration of the city under the concept of China's level of development of land management innovation research has important theoretical and practical significance. This paper reviewed the existing land development concept, content, characteristics, basic mode and related research on the development level of China's land development, analysis, development mode and common problems existing at present, and analyzes the characteristics of Beijing, Shanghai, Chongqing land development mode, explore the government exists in the land level development and management of the problem and its causes in the field; summarize future science and technology of Beijing City land a development case, summarizes its experience; combined with city planning theory, government regulation theory, put forward a development strategy in China. Land management level of our country land development mainly exist in the soil The lack of legal system of the level of development, between city planning and industry planning, the government in land development in the management of failure, problems of land development after the improper management; we should further improve the legal system, accelerate the improvement of the management system, enhance the level of planning, clear the functions and responsibilities of the government, strengthen the development of management, strengthen supervision and management of the government. This paper studies China's land development and construction management, production integration of the city development planning and provide a theoretical basis.
