衡阳市家庭农场发展现状及对策

【摘要】：家庭农场既是农业现代化的具体形式之一,又为农业现代化发展提供了动力,我国家庭农场的发展程度同西方发达国家相比仍存在一定的差距,所以我国家庭农场的发展既要结合我国的实际国情又要积极的借鉴西方发达国家的成功经验,在较长一段时间内稳定有序的逐步推进。本文笔者利用文献研究法、比较研究法、调查问卷法、总体分析与个案分析相结合等研究方法,通过对家庭农场、专职农民、新型农业经营主体等与家庭农场相关的基本理论的逐一阐述,结合笔者实地调研数据和衡阳市经济社会发展数据、家庭农场现阶段相关数据,对衡阳市家庭农场的现状及现阶段存在的主要问题和原因进行探究,并在此基础上引入国际上美国、法国、日本和国内上海松江、浙江宁波、安徽郎溪在家庭农场方面的成功经验及相关数据,从社会、政府、金融、农户四个层面对其发展提出建议。通过对衡阳市41个家庭农场实地调研发现,家庭农场在发展的过程中土地流转定价机制的建立和落实未受到足够的重视,使其权威性较弱;针对家庭农场的银行资金投入、农业保险制度、农业补贴政策等都不能满足其发展的实际需求;家庭农场的规模普遍较小、产品单一、抗风险能力差,使衡阳市家庭农场的发展受到严重限制。结合我国家庭农场目前发展特点和国家现阶段对家庭农场的态度,笔者提出衡阳市应对家庭农场加大金融扶持、注重经营管理、建立土地流转机制、信息平台建设、完善保险服务等,衡阳市家庭农场要实现持续稳定发展,需要金融机构、社会服务体系、政府、农户四个层面共同努力,使衡阳市家庭农场人力资本水平得到提升,筹资体系得到完善,土地流转交易平台得以建立和落实,农产品市场信息平台和农业政策性保险机制得到落实和完善,加大家庭农场供给侧改革,使农民履行合约的意识得到加强,衡阳市家庭农场得到健康发展。
[Abstract]:Family farm is not only one of the concrete forms of agricultural modernization, but also provides a driving force for the development of agricultural modernization. Compared with western developed countries, there is still a certain gap in the development of family farms in China. Therefore, the development of family farms in China should not only combine the actual conditions of our country, but also actively learn from the successful experience of western developed countries. In a long period of time stable and orderly progress. This paper uses the literature research method, comparative research method, questionnaire method, overall analysis and case analysis combined with other research methods, through the family farm. Full-time farmers, new agricultural operators and other family farm related to the basic theory one by one, combined with the author's field research data and Hengyang City economic and social development data, family farm at this stage of the relevant data. This paper probes into the present situation of Hengyang family farm and the main problems and reasons existing at the present stage, and on this basis, introduces the international USA, France, Japan and domestic Shanghai Songjiang, Zhejiang Ningbo. The successful experience and relevant data of family farms in Langxi, Anhui Province, from the social, government, financial, farmers four levels of its development recommendations. Through the Hengyang City 41 family farm field research findings. The establishment and implementation of land transfer pricing mechanism in the process of development of family farm has not been paid enough attention to, which makes its authority weaker; The bank investment, the agricultural insurance system and the agricultural subsidy policy for the family farm can not meet the actual needs of its development; Family farms are generally small, single, and poorly risk-resistant. Hengyang family farm development is seriously restricted. Combined with the current development characteristics of family farms and the current state attitude towards family farms, the author proposes that Hengyang City should increase financial support for family farms. Pay attention to management, establish land circulation mechanism, information platform construction, improve insurance services, Hengyang family farms to achieve sustainable and stable development, need financial institutions, social service system, the government. The four levels of farmers work together to improve the level of human capital of family farms in Hengyang City, improve the financing system, and set up and implement the land circulation trading platform. The agricultural product market information platform and the agricultural policy insurance mechanism have been implemented and perfected, the family farm supply-side reform has been strengthened, the farmers' consciousness of fulfilling the contract has been strengthened, and the Hengyang family farm has been developed healthily.
