【摘要】：人口老龄化已经成为世界人口发展的主要趋势,中国人口老龄化的进程也在不断加快。梅州市作为广东省的贫困山区市,人口老龄化的相关指标高于全国、全省水平。同时,梅州市农业人口占总人口的比重大,农村地区的人口老龄化问题也更加值得关注。受现行计划生育政策、传统观念转变、农村劳动力转移、养老保障资金来源不足等因素影响,梅州市农村养老保障工作还在农村家庭养老效力逐步减退、农村土地养老模式不可持续、农村养老服务机构难成气候、农村养老保险制度不够合理、老年人口还没有真正实现“老有所医”等问题。这些问题的存在,加重了农村养老压力,对家庭养老养来极大挑战,影响了农村老年人的养老质量,制约了农村养老事业的发展。在这样的社会背景和前提下,研究梅州市农村养老保障问题具有重大的现实指导意义。本论文从梅州市人口老龄化基本情况和农村养老保障基本情况入手,通过对梅州市人口老龄化和农村养老保障的相关数据进行梳理,以事实为依据分析了梅州市农村养老保障存在的主要问题及原因,并有针对性地提出了五个方面的对策建议:一是建立完善多渠道的养老投入机制,二是进一步推动和巩固家庭养老模式,三是加快推进农村养老产业化建设,四是健全完善农村生活医疗保障体系,五是发展农村经济提升老年人幸福指数,以此完善梅州市农村养老保障机制,加快小康社会建设进程。本论文由六大部分构成:第一部分为引言,主要阐述选题的目的和意义、研究方法和研究内容,并对国内外研究现状进行了综述。第二部分梳理了人口老龄化和养老保障的理论基础,对相关概念和研究指标进行界定。第三部分以数据对比的形式总结了梅州市人口老龄化和农村养老保障现状。第四部分对梅州市农村养老保障存在的主要问题及产生问题的根源进行了分析。第五部分结合问题分析,提出完善梅州市农村养老保障机制的对策建议。第六部分是总结与讨论,总结了本论文形成的四个结论,并明确了努力方向。
[Abstract]:Population aging has become the main trend of world population development, and the process of population aging in China is also accelerating. Meizhou City, as a poor mountain city in Guangdong Province, has a higher population aging index than the whole country. At the same time, the proportion of agricultural population in the total population of Meizhou is large, and the aging of population in rural areas is more worthy of attention. Due to the current family planning policy, the traditional concept of change, rural labor force transfer. Due to the shortage of pension funds, Meizhou rural old-age security work in rural families gradually decline, rural land pension model is unsustainable, rural old-age service institutions are difficult to become a climate. The rural old-age insurance system is not reasonable, the elderly population has not really realized the problems such as "old people have medical care". The existence of these problems has aggravated the rural old-age pressure, and has brought great challenges to the family old-age care. It affects the quality of the aged in rural areas and restricts the development of rural old-age care. Under such a social background and premise. It is of great practical significance to study the problem of rural old-age security in Meizhou. This paper starts with the basic situation of population aging and rural old-age security in Meizhou. Through combing the relevant data of population aging and rural old-age security in Meizhou, this paper analyzes the main problems and causes of rural old-age security in Meizhou based on the facts. And has put forward five aspects of countermeasures and suggestions: first, to establish a sound multi-channel pension investment mechanism, the second is to further promote and consolidate the family pension model, and third, to speed up the construction of rural old-age industrialization. Fourth, improve the rural life medical security system, fifth, develop the rural economy to promote the elderly happiness index, so as to improve the Meizhou rural old-age security mechanism. This paper consists of six parts: the first part is the introduction, which mainly describes the purpose and significance of the topic, research methods and research content. The second part combs the theoretical basis of population aging and old-age security. The third part summarizes the current situation of population aging and rural old-age security in Meizhou by comparing data. The main problems and problems of rural old-age security in Meizhou are discussed in 4th. The root causes of the problem were analyzed. 5th part combined with the problem analysis. The 6th part is a summary and discussion, summarizes the four conclusions of this paper, and clarifies the direction of efforts.
