环巢湖生态农业发展科技支撑能力研究

【摘要】:随着人类不断发展的生产力和对世界的认知程度的加深,生态环境的变化越来越影响到人类的未来和地球的未来。保护生态系统稳定发展成了人们所公认的一点。生态农业是21世纪非常热门的话题,同时也是未来农业生产的主流趋势,是社会发展的必然要求。本文对国内外生态农业发展历程进行整理总结的基础上,概括性的描述了生态农业的本质内涵和定义:生态农业有机的统一了社会、经济、生态三者,并实现三者利益在相互依靠、相互促进下和谐发展。并指出生态农业的发展需要的科技支撑并不是农业技术、亦或是自然科学类技术就足够的,要实现生态农业真正全面的发展需要各个学科的发展提供技术的支持才能实现。然后对环巢湖生态农业发展的历程和现状进行了阐述,从农业生产的产前、产中和产后三个环节,分析科技这一力量在环巢湖生态农业发展的过程中的表现情况。归纳总结了科技支撑主要通过科技投入、人才输出和科研产出三个方面表现出来,同时分析了环巢湖生态农业发展中科技支撑可能存在的不足。接下来对环巢湖生态农业发展的科技支撑能力进行了分析讨论,对比了环鄱阳湖生态农业发展的现状后,对安徽和江西两省做对比分析。科学技术的实力表现主要体现在科学技术资金投入、高等教育资源、科研成果三个方面。因此对这三个方面的近五年进行数据的量化分析。可以比较得出安徽省财政科学技术方面的投入力度远超江西省,高等教育资源和自然科学类学术论文成果也具有较强优势,但是江西省在自然科学类论文产出增长速度上却高于安徽省,随后把两省历年自然课科学类论文和专利数与在整科学技术投入的比值进行分析,得出在科研成果产出率方面,安徽省表现明显低于江西省。对于两省科技比较的结果做原因分析,指出虽然安徽省拥有良好的高等教育和师资力量,但是却没有有效发出优势力量的作用,从而表现出科技支撑能力不足的情况。最后笔者结合安徽省目前的优势和支撑不足的情况提出了要加强与其他区域交流与合作的力度;增加政府在科技发展中的导向性的作用,对科研工作进行宏观调控;此外还需要发挥激励机制的诱导作用来促进科技发展的脚步。为增强科技在环巢湖生态农业发展中的发挥巨大力量做前提准备。
[Abstract]:With the continuous development of human productivity and the deepening of the cognition of the world, the change of ecological environment more and more influence to the future of mankind and the future of the planet.
