【摘要】：人才与科技是现代农业发展的重要支撑要素。随着辽宁农业发展已经进入由生产主导型传统农业向技术主导型现代农业转变的新阶段,对农业人才和科技支撑提出了更高的要求。基于此,在深入分析当前辽宁省农业人才与科技发展现状及其存在突出问题的基础上,以推进农业供给侧结构性改革和促进现代农业发展需求为导向,明确了"十三五"时期辽宁省农业人才与科技发展战略。研究表明,农业人才发展的战略重点在于突出培养重点领域创新人才、着重培养科技推广人才、全面培养农村实用人才等方面,而农业科技发展的战略重点则在于加强行业重点领域研发、加快共性与关键技术攻关、实施重大研究项目、促进农业科技成果转化等方面。因此,提出加强人才培养,逐步完善激励政策;建立健全科技创新体系,加快科技创新平台建设;加强农业信息平台建设,不断创新推广服务机制等战略性政策建议。
[Abstract]:Talents and science and technology are the important supporting factors of modern agriculture development. With the development of Liaoning agriculture has entered a new stage from production-oriented traditional agriculture to technology-oriented modern agriculture. This paper puts forward higher requirements for agricultural talents and scientific and technological support. Based on this, the present situation of agricultural talents and scientific and technological development in Liaoning Province and its outstanding problems are deeply analyzed. In order to promote the agricultural supply-side structural reform and promote the demand of modern agricultural development, this paper clarifies the development strategy of agricultural talents and science and technology in Liaoning Province during the 13th Five-Year Plan period. The strategic focus of the development of agricultural talents is to highlight the cultivation of innovative talents in key areas, to focus on the cultivation of scientific and technological talents, and to train practical talents in rural areas in an all-round way. The strategic focus of agricultural science and technology development is to strengthen research and development in key areas of the industry, accelerate common and key technologies, implement major research projects, and promote the transformation of agricultural scientific and technological achievements. To strengthen the cultivation of talents and gradually improve the incentive policy; Establishing and perfecting the scientific and technological innovation system and speeding up the construction of scientific and technological innovation platform; Strengthen the construction of agricultural information platform, innovative extension service mechanism and other strategic policy recommendations.
