新疆农业竞争力评价及提升对策研究

【摘要】:农业作为我国国民经济的基础性产业,其发展水平关系到国民经济全局的发展。因此,农业不仅是一个基础产业,也是一个战略产业。2004年以来,“三农问题”持续得到中央高度关注,为我国三农发展打下坚实的制度基础。农业在新疆经济发展中地位突出,新疆需要较快地发展农业,特别是促进农业的现代化发展,以提升新疆综合经济实力,为丝绸之路经济带核心区的建设提供产业支撑。“丝绸之路经济带”战略的提出,新疆作为核心区,其农业发展在面临大机遇的同时,也面临着更加激烈的国际竞争。研究新疆农业竞争力,一方面有利于新疆现代农业的可持续发展,提升新疆农业在全国及国际上的地位;另一方面,也有助于推动新疆更快的全面建成小康社会。本文从新疆特殊区情出发构建农业竞争力评价指标整体体系,评价分析新疆的农业竞争力水平,提出新疆农业竞争力提升的政策及建议。除第一部分绪论和最后部分结论外,全文共分为四个部分。首先是绪论部分。其次是概念界定及理论基础,主要界定竞争力相关概念及阐述说明农业竞争力相关理论。再次是探析新疆农业发展现状。然后是对新疆农业竞争力水平、竞争效率进行评价。最后实证分析影响新疆农业竞争力的因素。通过分析得出:第一新疆农业发展具有得天独厚的优势,新疆农业处于稳步增长态势,在新疆农业内部结构中,种植业始终占新疆农业的一半以上,但今年来所占比重呈下降趋势,畜牧业占新疆第一产业的比例仅次于种植业;第二构建农业竞争力评价指标体系对新疆农业竞争力评价,得出新疆农业竞争力呈现不断上升的态势,但趋势较为缓慢,农业竞争效率整体呈上升趋势;第三,经济发展指标、城镇化水平、产业化水平、机械化水平、金融发展状况与新疆农业竞争力水平之间呈现正相关的关系,而工业化水平与农业竞争力呈现负相关的关系。
[Abstract]:Agriculture as the basic industry of our national economy, its development level is related to the development of the national economy. Therefore, agriculture is not only a basic industry, is also a strategic industry in.2004 years, the "three rural issues" continued to be the central attention, solid foundation for the system of China's Rural agricultural development and lay. The position in the economic development of Xinjiang is prominent, Xinjiang needs rapid development of agricultural modernization, especially promote the development of agriculture, to improve the overall economic strength of Xinjiang, to provide support for the industry with a core area of economic construction of the silk road. "The Silk Road Economic Belt" strategy, as a core area of Xinjiang, the development in agriculture facing the opportunities at the same time, is also facing more intense international competition. The research of Xinjiang agricultural competitiveness, is conducive to the sustainable development of modern agriculture in Xinjiang on the one hand, to promote Xinjiang agriculture in the country Status and international; on the other hand, also helps to promote Xinjiang faster in a well-off society. This article from the Xinjiang special situation of constructing agricultural competitiveness evaluation index system of overall evaluation, analysis of the level of the competitiveness of agriculture in Xinjiang, and put forward suggestions of Xinjiang agricultural competitiveness promotion policy. In the first part of the introduction and the last part is the conclusion outside, the text is divided into four parts. The first part is introduction. The second is the definition and theoretical basis, mainly defines relevant concepts and expounds the competitiveness of agricultural competitiveness theory. Once again, analysis of Xinjiang agricultural development situation. And then to the Xinjiang agricultural competitiveness, evaluate the efficiency of competition. Finally, an empirical analysis of the influence factors of Xinjiang agriculture competitiveness. Through the analysis of the advantages of the first: it has richly endowed by nature of agricultural development in Xinjiang, Xinjiang agriculture is in the steady growth in. The internal structure of agriculture in Xinjiang, planting industry has accounted for more than half of Xinjiang's agriculture, but this year the proportion declined, the animal husbandry occupies the first Xinjiang industry after the proportion of planting industry; evaluation evaluation index system of agricultural competitiveness of Xinjiang agricultural competitiveness second, obtains the Xinjiang agricultural competitiveness showed a rising trend, but the trend is slowly, the agricultural competition efficiency overall upward trend; third, the index of economic development, the level of urbanization, the level of industrialization, mechanization level, showing a positive relationship between financial development and Xinjiang agricultural competitiveness level, and the level of industrialization and agricultural competitiveness has a negative relationship.
