河北省农民工公共就业服务研究

【摘要】：随着我国农村城镇化进程的加快,农民工规模逐年增长,在城市建设中的作用举足轻重。加强农民工的权利保护,完善公共就业服务,增加农民工的就业机会,颁布有利于农民工就业的政策,为农民工创业提供帮助,是国家“十三五”规划建议的重要要求。近年来河北省政府高度重视就业问题,同时公共就业服务机构在不断完善相关的就业政策,加大农民工公共就业服务的供给。但公共就业服务机构仍未能成为河北省农民工获取就业信息、获得职业技能培训、得到失业救助的主要途径,农民工对公共就业服务依然有较高的需求。本文是基于河北省农民工公共就业服务相关理论及文献论著的研究,采用文献研究、问卷调查、实证分析等方法,阐述了农民工及公共就业服务的有关概念及理论基础,并对其供求情况进行调查分析。一方面,深入到河北省石家庄、唐山、廊坊、秦皇岛等地进行实地问卷调查,了解农民工就业服务的需求现状;另一方面,通过电话采访、部分面谈等形式,查找相关数据,剖析公共就业服务机构的供给现状,从而得到其存在的问题。此外,在问卷调查的基础上,对河北省农民工公共就业服务的影响因素进行层次性分析,指出河北省农民工公共就业服务在就业理念、制度建设、资源配置与运行监管等方面问题存在的深层次原因。最后着重从制度建设、服务内容、质量及服务环境等角度提出具体的政策建议,希望在一定程度上促进河北省农民工公共就业服务的发展。
[Abstract]:With the acceleration of rural urbanization in China, the scale of migrant workers is increasing year by year, which plays an important role in urban construction. Strengthen the protection of migrant workers' rights, improve public employment services, and increase the employment opportunities of migrant workers. It is an important requirement of the state's 13th Five-Year Plan to promulgate policies that are favorable to the employment of migrant workers and to help them start their own businesses. In recent years, the Hebei Provincial Government has attached great importance to the issue of employment. At the same time, the public employment service agencies are constantly improving the relevant employment policies, increasing the supply of public employment services for migrant workers, but the public employment service agencies have still not become the migrant workers in Hebei Province to obtain employment information. Access to vocational skills training, the main way to obtain unemployment assistance, migrant workers still have a high demand for public employment services. With the methods of literature research, questionnaire survey and empirical analysis, this paper expounds the concept and theoretical basis of migrant workers and public employment services, and makes an investigation and analysis on the supply and demand of migrant workers and public employment services on the one hand. Go deep to Shijiazhuang, Tangshan, Langfang, Qinhuangdao and other places to conduct field surveys to understand the demand for employment services for migrant workers; On the other hand, through telephone interviews, some interviews and other forms, to find relevant data, analyze the current supply of public employment services, so as to get its existing problems. In addition, on the basis of questionnaires. This paper analyzes the influencing factors of the public employment service of migrant workers in Hebei Province, and points out that the public employment service of migrant workers in Hebei Province is in the employment concept and system construction. Finally, from the system construction, service content, quality and service environment and other aspects of specific policy recommendations. I hope to promote the development of public employment services for migrant workers in Hebei Province to a certain extent.
