【摘要】：林业作为一个国家重要的公益事业和基础产业,在经济社会发展中的地位和作用越来越突出,黑龙江省国有林区是我国最大的重点国有林区和森林工业基地,总经营面积10万多平方公里,约占黑龙江省国土面积的1/4,其中有林地面积863.5万公顷,占全国国有林区的29.3%,对国家生态建设和黑龙江省经济社会发展具有重要意义。林区社会要实现全面协调可持续发展,关键在于国有林区社会管理职能是否能充分发挥其应有的作用。本文通过对黑龙江省国有林区社会管理的研究,为国有林区政府的改革、发展和建设提供了一些新的思路。本文建立在分权制衡理论、“第三条道路”理论和服务型政府理论的基础上,首先,从基础设施、社会保障等方面阐述了黑龙江省国有林区目前的问题,并作出原因分析：其次,分析了影响黑龙江省国有林区社会管理职能的因素,计算得出重要影响因素,以此为依据,提出管理思路和对策；再次,提出黑龙江省国有林区社会管理的思路,即指导思想、原则,并确定国有林区政府职能：保护生态、改善民生、发展建设、促进文明和谐。最后,依据影响黑龙江省国有林区政府社会管理的重点因素,提出了完善黑龙江省国有林区社会管理的对策：争取国家政策支持；优化林区社会结构,包括对环境资源和人力资源的合理配置；完善相关主体共同参与,发挥社会组织在林区社会管理中的协同作用,并鼓励公众积极参与到社会管理中。
[Abstract]:Forestry as an important national public welfare undertakings and basic industries, in the economic and social development of the status and role of more and more prominent, Heilongjiang Province state-owned forest area is the largest key state-owned forest areas and forest industry base. The total operating area is more than 100,000 square kilometers, accounting for about a quarter of the land area of Heilongjiang Province, including eight million six hundred and thirty-five thousand hectares of woodland, accounting for 29.3% of the national state-owned forest areas. It is of great significance to the national ecological construction and the economic and social development of Heilongjiang Province. The key lies in whether the social management function of the state-owned forest area can give full play to its due role. This paper studies the social management of the state-owned forest area in Heilongjiang Province for the reform of the state-owned forest region government. Development and construction provide some new ideas. This paper is based on the theory of separation of powers and checks and balances, "the third way" and the theory of service-oriented government, first of all, from the infrastructure. Social security and other aspects of the current problems of state-owned forest areas in Heilongjiang Province, and make cause analysis: secondly, analyzed the factors affecting the social management function of state-owned forest areas in Heilongjiang Province, and calculated the important factors. Based on this, the paper puts forward management ideas and countermeasures; Thirdly, the paper puts forward the ideas of social management of state-owned forest areas in Heilongjiang Province, that is, guiding ideology, principles, and determines the government functions of state-owned forest areas: protecting ecology, improving people's livelihood, developing and building, promoting civilization and harmony. Finally. According to the key factors that affect the social management of the state-owned forest area in Heilongjiang province, the author puts forward the countermeasures to perfect the social management of the state-owned forest area in Heilongjiang province: striving for the support of the state policy; To optimize the social structure of forest region, including the rational allocation of environmental and human resources; Improve the participation of relevant subjects, give play to the synergy of social organizations in forest social management, and encourage the public to actively participate in social management.
