【摘要】：城乡统筹是世界各国面临的难题。但不同时期,不同地区需解决的问题各不相同。当地区经济社会发展到一定水平,城乡统筹就到了工业反哺农业,城市反哺农村的阶段。党的十八大报告明确要求我国应形成现代化的工农、城乡关系。这说明,我国已进入城乡统筹的攻坚时期,面临着更高层次的城乡协调发展。都市区作为推动城乡统筹的重要引擎,在促进城乡经济一体化发展,社会一体化发展等方面硕果累累。在全面构建新型城乡互动关系,加快形成城乡发展一体化新格局的过程中,系统分析都市区城乡发展一体化的实践经验,总结发展模式,对于今后更好地推进城乡发展一体化具有重要意义。本文运用实证分析与规范分析相结合的研究方法,科学构建指标体系,按照时间序列、空间序列的顺序,分别运用层次分析法(Analytic Hierarchy Process)、均方差决策法和因子分析法(Factor Analysis),对2002-2013年西安大都市区城乡一体化发展水平进行了全面的分析评价,并对2002、2007、2012年各区县城乡一体化发展水平进行阶段性评价,并将经济、社会、生态环境对城乡一体化水平的贡献进行比较。按照2012年城乡一体化发展水平高低,将西安大都市区各区县分为城乡一体化水平最高区域、城乡一体化水平较高区域和城乡一体化水平低区域三类。文章深入分析了陕西省政府、西安市、咸阳市政府及西咸新区近些年推进西安大都市区城乡一体化发展的具体措施,分析西咸新区开发区、长安区现代农业、曲江文化产业聚集、雁塔“城中村”改造等案例；总结了开发区带动模式、文化产业联动模式、现代农业驱动模式、城市社区改造模式等4种西安大都市区城乡一体化发展的典型模式,并阐述了各种模式的定义,特征和适用地区。最后,从政府政策、产业发展、文化交融、促进就业、社会保障5个方面,提出了推进西安大都市区城乡一体化的政策建议。
[Abstract]:Urban and rural planning is a difficult problem facing countries all over the world. However, different regions need to solve different problems in different periods. When the regional economic and social development reaches a certain level, urban-rural coordination will reach industrial feeding agriculture. The report of the 18 National Congress of the Communist Party of China explicitly requests that China should form a modern relationship between workers and peasants and between urban and rural areas, which indicates that China has entered a critical period of urban and rural planning. Faced with a higher level of coordinated development of urban and rural areas. As an important engine to promote urban-rural integration, metropolitan areas promote the integration of urban and rural economic development. In the process of constructing a new type of urban-rural interaction and accelerating the formation of a new pattern of urban-rural development integration, the practical experience of urban-rural development integration in urban and rural areas is systematically analyzed. Summary of the development model for the future to better promote the integration of urban and rural development. This paper uses empirical analysis and normative analysis of the combination of research methods, scientific construction of the index system, according to the time series. The sequence of spatial sequence was analyzed by Analytic Hierarchy process. The RMS method and factor analysis method are used to analyze and evaluate the development level of urban and rural integration in Xi'an metropolitan area from 2002 to 2013. In 2012, the development level of urban-rural integration in each district and county was evaluated in stages, and the economy and society were also evaluated. According to the development level of urban and rural integration in 2012, Xi'an metropolitan area is divided into the highest level of urban and rural integration. There are three types of regions with high level of urban-rural integration and low level of urban-rural integration. Xianyang City Government and Xixian New District in recent years to promote the development of Xi'an metropolitan area urban-rural integration measures, analysis of Xixian New District Development Zone, Changan District, modern agriculture, Qujiang cultural industry gathering. Yanpagar "village in the city" and other cases; This paper summarizes four typical models of urban and rural integration in Xi'an metropolitan area, such as the driving mode of development zone, the linkage mode of cultural industry, the driving mode of modern agriculture, and the mode of urban community transformation. Finally, from the government policy, industrial development, cultural integration, employment promotion, social security five aspects. Put forward the policy suggestion of promoting the urban and rural integration of Xi'an metropolitan area.
