【摘要】:在国民经济和社会发展第十二个五年规划纲要中,我国将村镇绿色化发展作为重要的建设目标,不断推进村镇绿色化建设。农产品作为严寒地区村镇重要的经济产品,是经济发展的主要支撑。因而构建完善、高效、绿色化的农产品储运体系对于严寒地区经济发展和绿色村镇建设都具有重要意义。本文以国内外已有的农产品储运研究为参考,从梳理综述国内外在绿色村镇、农产品储运等方面的理论研究成果入手,分析绿色村镇、绿色储运、农产品储运等相关理论内涵、特点,总结我国农产品储运建设概况,并概述发达国家农产品储运的实践经验,为下文的农产品储运体系构建提供理论支撑。其后,针对严寒地区村镇的农产品储运现状进行调查研究,通过实地调查和问卷访谈的方式,选取四个典型村镇进行调查研究,概括出严寒地区村镇农产品储运发展概况与现状问题,分析村镇农产品储运主导类型,从规划、设施、储运模式和政策法规四个方面进行储运需求调查,并基于上述调查内容,在绿色视阈下总结得出储运影响因子,利用因子分析法提取出农产品储运的关键影响因素,为储运体系提供框架与内容支撑。再次,根据理论研究和调查分析内容,提出农产品储运构建原则,并分别从主体框架建构和绿色化建构两方面阐释储运体系的构建思路,构建出“三纵三横”的层次框架。然后以系统层为统领,子系统层为核心,分别构建出包括仓储子系统、运输子系统和支撑子系统在内的子系统层内容以及下一层次即项目层内容。最后,从绿色视阈出发,提出严寒地区农产品储运体系运行机制,确保储运体系的高效运行。构建绿色视阈下的严寒地区村镇农产品储运体系,不仅要切合严寒地区村镇发展实际情况,还要满足绿色村镇的特征要求,减少资源消耗与环境污染,降低农产品损耗,提高经济效益。最终形成具有严寒地区特色的农产品储运体系,并提出储运体系的运行机制,以保证农产品储运体系的适切性,便于指导农产品储运建设,为严寒地区村镇的绿色化发展作出贡献。
[Abstract]:In the outline of the 12th Five-Year Plan for National Economic and Social Development, China regards the green development of villages and towns as an important construction goal. As an important economic product of villages and towns in severe cold areas, agricultural products are the main support of economic development. Therefore, the construction is perfect and efficient. The green agricultural product storage and transportation system is of great significance for the economic development and green village construction in cold areas. This paper reviews the existing research on the storage and transportation of agricultural products at home and abroad and summarizes the green villages and towns at home and abroad. Starting with the theoretical research results on the storage and transportation of agricultural products, this paper analyzes the related theoretical connotation and characteristics of green villages and towns, green storage and transportation of agricultural products, and summarizes the general situation of the construction of the storage and transportation of agricultural products in China. It also summarizes the practical experience of agricultural products storage and transportation in developed countries, and provides theoretical support for the following construction of agricultural products storage and transportation system. Then, the current situation of agricultural products storage and transportation in cold areas is investigated and studied. Through field investigation and questionnaire interview, four typical villages and towns were selected to investigate and study, summed up the situation and current situation of the development of agricultural products storage and transportation in cold areas, and analyzed the main types of rural agricultural products storage and transportation. From the planning, facilities, storage and transportation mode and policies and regulations of four aspects of storage and transport demand survey, and based on the above survey content, under the green perspective summed up the impact factors of storage and transportation. Factor analysis is used to extract the key factors of agricultural products storage and transportation to provide framework and content support for the storage and transportation system. Thirdly, according to the theoretical research and investigation and analysis of the content, put forward the construction principles of agricultural products storage and transportation. And respectively from the main frame construction and green construction of the construction of storage and transportation system ideas, to build a "three vertical and three horizontal" level framework, and then take the system layer as the leading, subsystem layer as the core. The content of subsystem layer including storage subsystem, transportation subsystem and support subsystem, and the next level, the content of project layer, are constructed respectively. Finally, starting from the green visual threshold. This paper puts forward the operating mechanism of agricultural products storage and transportation system in severe cold areas to ensure the efficient operation of the storage and transportation system. The construction of the storage and transportation system of agricultural products in cold areas under the green vision should not only meet the actual situation of the development of villages and towns in cold areas. It also needs to meet the characteristics of green villages and towns, reduce the consumption of resources and environmental pollution, reduce the loss of agricultural products, improve economic benefits, and finally form a system of storage and transportation of agricultural products with the characteristics of cold areas. The operation mechanism of storage and transportation system is put forward in order to ensure the appropriateness of agricultural products storage and transportation system, to guide the construction of agricultural products storage and transportation, and to contribute to the green development of villages and towns in severe cold areas.
