【摘要】：我国正处于快速发展时期,而土地是人类生存的载体,社会经济发展的基础,担任着重要的角色。人类在利用土地扩展建设、发展经济、从事各种活动等的过程中,存在利用不合理、集约化程度低、破坏浪费土地严重等现象。醴陵作为湖南的前四强县,在土地的利用状态上有着典型的代表性。因此开展醴陵市的土地集约利用评价,能够为当地政府制定相关政策、编制规划,改变土地利用方式等提供依据,为其他县市区集约利用土地提供参考。本文以醴陵市整个辖区作为评价对象,利用醴陵市统计年鉴、国土资源局相关台账及实地调查等数据,参考国家关于生态县建设、株洲关于辖区土地集约节约利用评价考核等相关规范标准,通过层次分析法及多目标分析法,构建评价指标体系模型,对醴陵市2013年的土地集约利用进行综合评价,取得以下成果：1)构建生态、社会、环境3个准则层,土地生态利用度、土地利用程度、管理绩效、投入产出水平4个领域层,城镇人口密度、土地供应率等14个指标层的评价指标体系模型,确定了评价指标的权重、指标理想值；2)确定集约度分值大于等于85为集约、70-85为较集约、50-70为较粗放、小于等于50为粗放利用土地的四级划分标准；3)测算出醴陵在2013年评价时点的土地集约度得分为83.93,其中生态指标得分90.72、社会指标得分88.22、经济指标得分78.43,得出醴陵整年度的土地利用为较集约利用状态；4)根据单位GDP耗地下降率指标得分31.15,土地供应率指标得分78.79,环境保护投资占GDP的比重指标得分82.29,地均城镇固定资产投资指标得分91.82等,分析出醴陵存在GDP对土地的依赖较大；存量土地较大；土地投入产出率较低；违法用地较多、生态环境保护程度不够等问题。结论表明：醴陵在评价年的土地利用为较集约状态,但从提高土地的投入产出水平、优化土地利用结构、严厉打击违法用地行为、盘活存量土地,提高土地供应率、注重生态环境的防治与保护等方面改进,集约利用土地的上升空间还是巨大的。
[Abstract]:China is in a period of rapid development, and land is the carrier of human survival, the basis of social and economic development, plays an important role. In the process of engaging in various activities, there are some phenomena such as unreasonable utilization, low degree of intensive use, serious destruction and waste of land, etc. Liling is the first four strong counties in Hunan Province. Therefore, the evaluation of intensive land use in Liling can provide the basis for the local government to formulate relevant policies, make plans and change the land use mode. This paper takes the whole district of Liling as the evaluation object, makes use of the statistics yearbook of Liling, the relevant accounts and field investigation data of the Bureau of Land and Resources. Referring to the national ecological county construction, Zhuzhou on the land intensive use of land conservation evaluation and assessment standards and other related standards, through the Analytic hierarchy process and multi-objective analysis, build evaluation index system model. In 2013, Liling City land intensive use of comprehensive evaluation, obtained the following results: 1) Construction of ecological, social, environmental three criteria, land ecological use degree, land use degree, management performance. The evaluation index system model of 14 index levels, such as input-output level, urban population density, land supply rate, etc., determines the weight and ideal value of the evaluation index. 2) it is determined that the grade of intensive degree greater than or equal to 85 is the standard of four levels of division of extensive land use, that is to say, it is more intensive than 50 to 70 and less than 50 is the standard of four levels of division of extensive use of land; 3) the land intensity score of Liling in 2013 was 83.93, in which ecological index score was 90.72, social index score was 88.22, and economic index score was 78.43. It is concluded that the land use in Liling is more intensive in the whole year. 4) according to the land consumption rate of unit GDP, the index score is 31.15, the index of land supply rate is 78.79, and the proportion of environmental protection investment to GDP is 82.29. The index score of fixed assets investment in Liling was 91.82, and it was found that there was a large dependence of GDP on land in Liling. Large stock of land; The output rate of land input is low; The conclusion shows that Liling's land use is more intensive in evaluation year, but from improving the level of land input and output, optimizing the land use structure. To crack down on illegal land use, to activate the land in stock, to improve the supply rate of land, and to pay attention to the prevention and protection of ecological environment, the increasing space of intensive use of land is still huge.
