【摘要】：农村低保制度自实施以来,有效地改善了数以千万计困难群众的基本生活,为维护农村社会稳定、调节收入分配、促进公平正义、统筹城乡发展等方面发挥了重要作用。党的十八确立了全面建成小康社会的目标和全面建成覆盖城乡居民的社会保障体系,这对农村低保工作提出了新的要求。安徽地处于中部省份,在农村低保制度实施过程中呈现出了自己的特色,有一些好的做法和经验。同时,也出现了诸如地区间保障标准差异大、低保对象准入及退出难、基层低保工作不规范等问题。这些问题的出现,有经济发展水平原因,有地方管理方面原因,也有全国共性原因。要想解决好这些问题,需要从安徽的实际情况出发,在政府不断加大经费保障、完善制度、强化执行力的同时,还要结合当前形势,以实事求是的态度,创新工作方法,不断提高农村低保制度的经济、社会和政治效益。据此,论文除绪论外,分四个章节对安徽的农村低保制度进行了探讨。第一部分：从安徽农村低保制度建设现状、制度内容和取得成就等方面进行概述,强调农村低保制度在缩小贫富差距和统筹城乡发展等方面取得的积极意义。第二部分：在实地走访、调查和数据分析的基础上,对安徽农村低保制度实施过程中存在的问题和原因进行了分析研究。第三部分：在查阅有关国外社会救助资料的基础上,重点对日本、美国和英国的社会救助制度进行分析,梳理并总结出一些共性特点和经验。第四部分：结合农村工作的实际和特点,尝试提出适合农村实际的对策,并借鉴国外社会救助制度的经验,探寻完善安徽农村低保制度的方法和途径。
[Abstract]:Since the implementation of rural minimum living security system, effectively improve the basic livelihood of millions of poor people, to maintain social stability in rural areas, adjusting income distribution, promote fairness and justice, has played an important role in rural development. The eighteen party has established the goal of a comprehensive well-off society and the overall urban and rural residents covered by the social security this system, put forward new requirements for rural residents. Anhui is located in the central provinces, in the implementation of rural minimum living security system in the process of showing their own characteristics, there are some good practices and experiences. At the same time, also appeared such as the regional security standards differences, guaranteeing that the object access and exit difficult problem at the grassroots level security work is not standardized. The emergence of these problems, with the level of economic development, local management reasons, also have the common reasons. To solve these problems, need to From the actual situation of Anhui, the government continued to increase financial support, improve the system, strengthen the implementation of force at the same time, but also with the current situation, with a pragmatic attitude, innovative methods of work, and constantly improve the rural minimum living security system of economic, social and political benefits. According to this paper, except the introduction, four chapters of Anhui the rural minimum living security system are discussed. The first part: from the current situation of Anhui rural subsistence allowances system construction, system content and achievement etc. were summarized, emphasizing the positive significance of rural minimum living security system in narrowing the gap between rich and poor and rural development. The second part: on the basis of field visits, investigation and Analysis on the data. The problems and reasons existing in the process of implementation of the rural subsistence allowance system in Anhui were analyzed. The third part: on the basis of relevant foreign social assistance information, key In Japan, the United States and Britain analyzed the social relief system, summarized some common characteristics and experience. The fourth part: combining the actual situation and characteristics of rural work, try to put forward the Countermeasures for the rural reality, and draw lessons from the foreign experience of the social assistance system, to explore ways and means of improving the rural subsistence allowance system in Anhui.
