广西生态公益林空间格局及其补偿机制研究

【摘要】：随着社会经济的迅速发展,人民生活水平不断提高,同时也带来了生态不安全问题,泥石流、沙尘暴等问题时有发生,目前人类对生态环境的安全要求越来越高,也越来越重视。生态公益林在改善生态环境、保护生物多样性、调节气候等方面起着重要的作用。加强生态公益林的管护与建设,必须依靠制度,因此建立生态公益林补偿机制具有重要意义。为加快建立广西生态公益林补偿机制,补偿标准合理的确定是重点与难点,虽然我区已全面实行对公益林补偿,但仍存在补偿标准过低、补偿资金来源单一等问题。从理论上对广西生态公益林补偿机制进行了深入研究,借鉴国内外生态公益林补偿机制经验,为研究广西生态公益林补偿机制打下基础。通过公益林的空间格局分析,了解广西生态公益林的分布特点,结合问卷分析与公式计算,提出差异化补偿标准和动态补偿标准。相关理论研究与公益林补偿机制实践相结合,对广西生态公益林补偿机制存在的问题给予分析,并提出进一步完善广西生态公益林补偿机制的建议。以下是研究得出的结论:(1)广西生态公益林空间分布不均:北多南少、西多东少;岩溶地区、江河两岸、江河源头分布多,其他区域分布少;河池市、百色市、桂林市分布较多,其余各市分布较少。(2)从公益林补偿的实际出发,指出目前广西生态公益林补偿机制存在的主要问题:缺乏专门的法律机制、补偿标准偏低、资金来源单一、管理机构不健全等。(3)通过问卷统计与分析,建议广西生态公益林补偿标准范围为25元/亩·年~95.49元/亩·年。根据地区差异性和物价上涨等动态变化因素,提出差异化补偿标准和动态补偿标准。(4)根据公益林的分布情况、补偿的实际以及补偿机制存在的问题,提出拓宽补偿基金来源渠道、形成多元化的补偿方式与途径、实行公益林市场交易模式等方面完善广西生态公益林补偿机制的具体建议。补偿标准的核算和确定是生态公益林补偿机制的关键,空间格局分析是补偿标准确立的重要手段,层层递进,完善生态公益林补偿机制。通过此研究,希望可以为今后研究广西生态公益林补偿机制提供参考,也为其他地区完善生态公益林补偿机制提供思路。
[Abstract]:With the rapid development of social economy, people's living standard is improving, but also brings ecological insecurity, debris flow, dust storms and other problems occur from time to time. At present, the security requirements of the ecological environment are becoming higher and higher, and more and more attention is paid to the ecological public welfare forest in improving the ecological environment and protecting biodiversity. The regulation of climate plays an important role. To strengthen the management and construction of ecological public welfare forest, we must rely on the system. Therefore, it is of great significance to establish the compensation mechanism of ecological public welfare forest. In order to accelerate the establishment of the compensation mechanism of ecological public welfare forest in Guangxi, the reasonable determination of compensation standard is the key and difficult point, although the compensation for public welfare forest has been fully implemented in our region. However, there are still some problems such as too low compensation standard and single source of compensation funds. The compensation mechanism of ecological public welfare forest in Guangxi is studied in theory, and the experience of compensation mechanism of ecological public welfare forest at home and abroad is used for reference. In order to study the compensation mechanism of ecological public welfare forest in Guangxi, through the spatial pattern analysis of public welfare forest, understand the distribution characteristics of Guangxi ecological public welfare forest, combined with questionnaire analysis and formula calculation. Put forward the differential compensation standard and dynamic compensation standard. The related theory research and public welfare forest compensation mechanism practice combined to analyze the problems of Guangxi ecological public welfare forest compensation mechanism. The following is the conclusion of the study: the spatial distribution of Guangxi ecological public welfare forest is uneven: the north is less than the south, the west is less than the east; In karst area, there are many rivers on both sides of the river, the source of the river is distributed more, but the other regions are less. Hechi City, Baise City, Guilin City more distribution, the rest of the distribution of less. 2) from the reality of public welfare forest compensation. The paper points out the main problems existing in the compensation mechanism of ecological public welfare forest in Guangxi at present: the lack of special legal mechanism, the low standard of compensation, the single source of funds, the unsound management organization and so on) through the questionnaire statistics and analysis. It is suggested that the compensation standard range of ecological public welfare forest in Guangxi is 25 yuan / mu 路year ~ 95.49 yuan / mu 路year. Put forward differential compensation standard and dynamic compensation standard. 4) according to the distribution of public welfare forest, the actual compensation and the problems of compensation mechanism, proposed to broaden the source of compensation funds. Form a variety of ways and means of compensation. It is the key to perfect the compensation mechanism of ecological public welfare forest in Guangxi from the aspects of market transaction mode of public welfare forest and the accounting and determination of compensation standard. Spatial pattern analysis is an important means to establish the compensation standard, layer by layer, improve the compensation mechanism of ecological public welfare forest. Through this study, we hope to provide a reference for the future study of the compensation mechanism of ecological public welfare forest in Guangxi. Also for other regions to improve the ecological public welfare forest compensation mechanism to provide ideas.
