山西省耕地保护政策实施绩效评价及其区域差异研究

【摘要】:耕地作为一种稀缺的资源,是我国粮食安全和社会稳定发展的基础,因此我国将耕地保护作为一项基本国策。随着工业化城镇化步伐加快,我国对土地的需求越来越大,耕地保护面临严峻的挑战。山西省人均耕地数量少,且耕地资源后备量不足,因此耕地保护政策实施的合理性与有效性直接关系到山西省粮食安全、生态安全和社会的稳定发展。对耕地保护政策实施绩效进行评价可以判断耕地保护政策是否合理有效,诊断出耕地保护政策实施过程中存在的问题,并提出合理建议。本文首先对山西省耕地保护政策的基本情况进行了介绍,将其演变过程分为四个阶段,分别为耕保政策觉醒期、起步期、耕保政策体系初步构建期和政策体系完善期,对每一阶段耕地保护政策的特点进行了分析。其次,运用PSR模型构建山西省耕地保护政策实施绩效评价的综合指标体系,从“压力、状态、响应”三方面选取了14个评价指标,并利用2000-2012年的数据从时间维度上对山西省耕地保护政策实施绩效进行评价。评价结果显示山西省耕地保护政策实施绩效得分从2000年的14.42逐步上升到2012年的56.20。表明山西省耕地保护政策实施绩效显著,即山西省耕地保护政策是有效的,起到了相应的作用。耕地保护政策实施绩效所受的压力逐年递增,同时政府对压力的响应措施也在逐年递增,且政府对耕地保护政策实施绩效的响应大于耕地保护政策实施所受的压力。再次,构建了县级层面上的耕地保护政策实施绩效评价体系,以山西省115个县级行政区为评价单元,从空间维度上对山西省2012年度的耕地保护政策实施绩效进行了评价,并以评价结果为基础,对山西省耕地保护绩效的空间分异特征及其空间自相关进行了讨论。结果显示山西省耕地保护政策实施绩效的高值呈点状集中在山西南部地区和中部地区。而山西耕地保护绩效值低的地区主要分布在山西北部。山西省耕地保护政策实施绩效点密度的Moran指数I的检验值为0.445,说明山西省耕地保护政策实施绩效点密度存在着较为显著的空间自相关关系。发现影响山西省各县级行政区耕地保护政策实施绩效值的正向因素包括:对耕地保护政策和实施方案进行了细化和创新、发挥土地规划对耕地保护的作用、开展与高校和研究所在耕地保护方面的合作、注重土地开发复垦等土地整治工程,确保耕地占补平衡、注重开发园区建设管控、加强耕保工作的监管力度和宣传力度。负向因素包括:地理贫瘠、经济发展水平低、地质灾害严重、耕保政策体系缺乏统一的组织规划、采煤等第二产业破坏占用耕地、城市建设违法用地占用耕地。最后,从缓解耕地保护政策实施压力、加强耕地保护政策实施状态监管、完善政策实施绩效响应机制以及双管齐下加大耕地保护政策执行力四方面给出了提高山西省耕地保护政策实施绩效的建议。
[Abstract]:Cultivated land, as a scarce resource, is the basis of food security and social stability in China. Therefore, the protection of cultivated land is regarded as a basic national policy in China, and the pace of industrialization and urbanization accelerates. With the increasing demand for land in China, the protection of cultivated land is faced with severe challenges. The amount of cultivated land per capita in Shanxi Province is small, and the reserve amount of cultivated land resources is insufficient. Therefore, the rationality and effectiveness of the implementation of cultivated land protection policy is directly related to the food security in Shanxi Province. Ecological security and the stable development of society. The evaluation of the implementation performance of cultivated land protection policy can judge whether the cultivated land protection policy is reasonable and effective, and diagnose the problems existing in the implementation process of cultivated land protection policy. This paper first introduces the basic situation of cultivated land protection policy in Shanxi Province, and divides the evolution process into four stages, namely, the awakening period of tillage and protection policy and the initial stage. The initial construction period of the policy system of tillage and protection and the perfect period of the policy system are analyzed, and the characteristics of the cultivated land protection policy in each stage are analyzed. Secondly. PSR model is used to construct the comprehensive index system of the implementation performance evaluation of cultivated land protection policy in Shanxi Province, and 14 evaluation indexes are selected from the three aspects of "pressure, state and response". Using the data from 2000 to 2012, the paper evaluates the implementation performance of cultivated land protection policy in Shanxi province from time dimension. The result shows that the score of implementation performance of cultivated land protection policy in Shanxi province is 1. 5% in 2000. 4.42 gradually rose to 56.20 in 2012, indicating that Shanxi Province cultivated land protection policy implementation performance is remarkable. That is, the cultivated land protection policy in Shanxi Province is effective and has played a corresponding role. The pressure on the implementation performance of the cultivated land protection policy is increasing year by year, and the government response measures to the pressure are also increasing year by year. And the response of the government to the implementation performance of cultivated land protection policy is greater than the pressure of the implementation of cultivated land protection policy. Thirdly, the implementation performance evaluation system of cultivated land protection policy at the county level is constructed. Taking 115 county administrative regions of Shanxi Province as the evaluation unit, this paper evaluates the implementation performance of cultivated land protection policy in Shanxi Province in 2012 from the spatial dimension, and based on the evaluation results. The spatial differentiation characteristics and spatial autocorrelation of cultivated land conservation performance in Shanxi Province are discussed. The results show that the high value of the implementation performance of cultivated land protection policy in Shanxi Province is concentrated in the southern and central regions of Shanxi Province. The area with low performance value of cultivated land protection in the west is mainly distributed in the northern part of Shanxi Province. The test value of Moran index I of the implementation performance point density of cultivated land protection policy in Shanxi Province is 0.445. The results show that there is a significant spatial autocorrelation relationship between the implementation performance point density of cultivated land protection policy in Shanxi Province, and the positive factors affecting the implementation performance of cultivated land protection policy in the county administrative regions of Shanxi Province include:. The cultivated land protection policy and implementation plan were refined and innovated. Give full play to the role of land planning in the protection of cultivated land, carry out cooperation with colleges and universities and research institutes in cultivated land protection, pay attention to land renovation projects such as land development and reclamation, and ensure the balance between the occupation and compensation of cultivated land. The negative factors include: poor geography, low level of economic development and serious geological hazards. The policy system of tillage and protection lacks unified organization and planning, the second industries such as coal mining destroy and occupy cultivated land, and the illegal land of urban construction occupies cultivated land. Finally, the implementation pressure of cultivated land protection policy is alleviated. Four suggestions are put forward to improve the implementation performance of cultivated land protection policy in Shanxi Province, such as strengthening the implementation state supervision of cultivated land protection policy, perfecting the response mechanism of policy implementation performance and strengthening the implementation ability of cultivated land protection policy in both directions.
