【摘要】:十八大报告明确提出我国政府将建设社会主义新农村、发展现代农业、培育新型农民作为现阶段“三农”问题解决的战略性目标和任务。而农村人力资源能力的高低是衡量传统农民向新型农民转型成功与否的重要标志,进而关系到传统农村向社会主义新农村转型以及传统农业向现代农业转型的成败。因此,探索农村人力资源能力评价方法与建设思路,可以为“三农”问题的解决提供前提、基础和动力,推进“三农”战略的有效实施。本文着眼于农民问题中的根本问题——人力资源能力建设问题,在回顾和分析人力资本理论、能力理论、社会转型和发展理论以及激励理论等理论及其对能力建设的基本要求的基础上,提出并遵循农村人力资源能力建设的目标性原则:促进主客体双重转型、促进农民物质和精神双重需要的满足、改善农民生产与生活两方面条件以及促进农民全面自由发展,进而沿着“农民的双重价值——教育的双重价值——农民的双重能力”这一路径构建了农村人力资源能力评价和建设研究的理论分析框架。然后,使用行为事件访谈法(BEI)构建新型农民胜任力模型,进一步验证了本研究理论分析框架的现实可行性和适用性。基于理论分析框架和新型农民胜任力模型,本文从社会、组织与个人层面构建农村人力资源能力评价指标体系,并运用熵值法、非整次秩和比法(WRSR)以及因子分析法对山东省农村人力资源能力进行评价和分析,结果发现:第一,三个能力维度的权重都较大,其中生产性能力和生活性能力对于农村人力资源能力的贡献基本相当;第二,山东省农村人力资源能力水平在整体上以及在三个能力维度上均处于沿海省份的中档水平,并且近几年均呈稳步上升趋势,但仍存在较大的提升空间;第三,组织与个人层面的农村人力资源能力建设在三个维度上缺乏均衡性,从而影响了个体的全面自由发展。最后,本文遵循正规教育与非正规教育相结合以及教育生产性价值获取与消费性价值获取相结合的路径原则,结合实证评价结果,分别从政府、组织和个人三个层面提出农村人力资源能力建设的建议:社会层面应注重从制度建设和基础设施建设方面为农村人力资源能力的提升提供基础保障,组织层面应加强生产性能力与生活性能力双重能力的教育与培训,个体层面应注重能力建设的三维方向引导。
[Abstract]:The 18 report clearly proposes that our government will build a new socialist countryside and develop modern agriculture. Cultivating new farmers is the strategic goal and task to solve the "three rural" problems at the present stage, and the level of rural human resource capacity is an important symbol to measure the success of the transition from traditional farmers to new farmers. Then it relates to the success or failure of the transformation from traditional countryside to new socialist countryside and from traditional agriculture to modern agriculture. Therefore, this paper explores the evaluation methods and construction ideas of rural human resource capacity. It can provide the premise, foundation and motive force to solve the problem of "agriculture, countryside and farmers", and promote the effective implementation of the strategy of "agriculture, countryside and farmers". On the basis of reviewing and analyzing the theory of human capital, the theory of ability, the theory of social transformation and development, and the theory of incentive, etc. Put forward and follow the objective principle of rural human resources capacity building: promote the dual transformation of subject and object, and promote the satisfaction of the material and spiritual needs of farmers. Improve farmers' production and living conditions and promote farmers' all-round and free development. Then along the path of "dual value of farmers-dual value of education-dual ability of farmers", the theoretical analysis framework of the evaluation and construction of rural human resources capacity is constructed. Then. Behavioral event interview (Bei) is used to construct a new model of peasant competence. Further verify the feasibility and applicability of the theoretical analysis framework. Based on the theoretical analysis framework and the new model of farmers competency, this paper starts from the society. The evaluation index system of rural human resource ability is constructed at the organizational and individual level, and the entropy method is used. The non-integer rank sum ratio method (WRSRS) and factor analysis were used to evaluate and analyze the rural human resource capacity in Shandong Province. The results showed that: first, the weight of the three competency dimensions is large. Among them, the contribution of productive ability and living ability to rural human resource capacity is basically equal; Second, the level of rural human resource capacity in Shandong Province is in the middle level of coastal provinces on the whole and in the three dimensions of competence, and in recent years it has a steady upward trend, but there is still a large room for improvement; Thirdly, there is a lack of balance in the three dimensions of rural human resource capacity building at the organizational and individual levels, thus affecting the overall and free development of the individual. Finally. This paper follows the combination of formal education and non-formal education and the combination of educational productive value acquisition and consumption value acquisition, combined with the empirical evaluation results, respectively from the government. Organizational and personal three levels of rural human resources capacity-building suggestions: the social level should focus on institutional construction and infrastructure construction to provide basic protection for the promotion of rural human resources capacity. At the organizational level, the education and training of both productive and living abilities should be strengthened, and the three dimensional direction of capacity building should be emphasized at the individual level.
