【摘要】：自2013年中央一号文件首次正式提出家庭农场的概念、认定标准和具体操作办法以来,家庭农场作为新型农业经营主体的重要表现形式,在我国农村地区广泛开展创立活动。凭借着耕地经营规模化、生产经营市场化和农业管理现代化等特征,以种植业为主的家庭农场逐渐成为粮食生产的重要经营组织,在我国粮食种植产区迅速发展起来。现代化生产经营的家庭农场,能够有效地实现农业适度规模经营、面向市场以及家庭经营集约化与专业化等目标,是我国现代农业生产的重要发展方向。结合规模经济理论和农户土地流转等机理,选取粮食主产区内皖豫两省384户家庭农场主进行调研,深入农村实际,了解农场主的意愿选择和相关情况。家庭农场主作为现代化的新型农业生产经营者,以农户理性行为的理论基础为前提,从自身利益最大化的角度出发,理性选择是否扩大经营规模。家庭农场主规模经营意愿的主要影响因素,从农场主的个人特征、家庭状况、农地流转禀赋和社会支持等方面,据调查统计分析结果显示,第一,对家庭农场主个人素质的统计分析中,性别和年龄对农场主规模经营意愿的选择有着较为明显的正向影响关系;第二,对家庭状况的统计分析中,家庭主要收入来源和家庭承包地的大小对家庭农场主规模经营意愿的选择呈负向的影响关系;第三,对家庭农场农地流转经营状况的统计分析中,转入地、租金以及农地流转范围对家庭农场主规模经营意愿选择有着负向影响关系,而农地转入期限则对规模经营意愿有较为显著的正方向影响;第四,在对社会支持家庭农场政策统计分析中,家庭农场的融资难易度和政府补贴优惠均是对家庭农场规模经营意愿有着负向影响关系。通过运用Logit模型分析得出粮食主产区家庭农场的规模经营意愿及其影响因素,关于家庭农场规模经营的影响因素方面,根据文献研究,选取了其中12个主要影响因素作为分析家庭农场规模经营意愿的自变量,因变量选取为"是否扩大家庭农场经营规模",研究结果显示:性别、年龄、承包地大小、转入地大小、转入期限、租金、流转农地来源、金融机构借贷难易度以及是否享受优惠政策与家庭农场经营者是否扩大经营规模有着较为显著的影响。通过分析家庭农场经营的限制性因素,以及农场主规模经营的发展方向,对现代家庭农场的发展提出改进意见,从改善农场主个人素质、保障收入稳定性、改进土地流转行为与模式、落实政府奖补优惠措施四个方面激发农民规模经营的意愿,引导农民根据自身不同的条件进行适度规模经营。首先,积极引导和支持现代农业家庭农场经营主体的经营意愿,充分发挥家庭农场主的主观能动性;其次,不断完善现代农地流转体系以及生产经营的资金和技术等生产要素,积极培育现代化家庭农场的成长;最后,家庭农场的经营发展,在实现规模经济效益的基础之上,还应积极发挥农业生产经营效益的联动效应。
[Abstract]:Since 2013, the central document for the first time put forward the concept of family farm, since the standard and specific operating methods, as an important form of new agricultural business entities family farm, to carry out a wide range of activities created in rural areas in China. With the scale of cultivated land management, production and operation of the market and agricultural modernization management characteristics, cultivation the family farm industry has gradually become an important organization of grain production, grain growing areas in China developed rapidly. The modernization of production and operation of the family farm, can effectively achieve the moderate scale management of agriculture, market oriented and family management intensification and specialization, is an important development direction of modern agricultural production in China. According to the theory of scale economy and rural land transfer mechanism, selection of major grain producing areas in Henan and Anhui two province 384 households farmers survey, Deep understanding of the reality of the country will choose the farmer family farmers and related conditions. As a new type of agricultural production and management modernization, on the basis of farmers' rational behavior as the premise, starting from their own interests to maximize the perspective of rational choice whether to expand the scale of operation. The main influencing factors of family farmers scale will, from the personal characteristics the farmer's family situation, in terms of circulation of agricultural land endowment and social support, according to the survey results of statistical analysis showed that, first, statistical analysis of the family farmer personal qualities in the choice of gender and age on the farmer scale management will have a positive impact on the more obvious relationship; second, statistical analysis of the family status, negative the influence of family relationship to the main source of income and family size of family farmers contracted land scale management intention; third, to the home Statistical analysis of court farm land transfer operations, transferred, rent and land transfer of family farmers scale will have negative influence, and has the positive direction of farmland transfer period is more significant impact on the scale of operation in fourth, intention; the social support of family farm policy in the statistical analysis of the family, the farm financing difficulty and the government subsidies are a negative influence on the size of the family farm management intention through the use of the Logit model analysis of factors in main grain producing area of the size of the family farm management intention and its influence factors, about the size of the family farm business, according to the literature research, selects 12 main analysis of factors as the size of the family farm management intention variables, the dependent variable is selected as "whether to expand the scale of family farm", the research results Display: gender, age, land size, in size, to limit the circulation of agricultural land rent, sources of borrowing difficulty and whether financial institutions enjoy preferential policies and family farm operators is to expand the scale of operation has a significant impact. Through the analysis of restrictive factors of family farms, and farmers scale development the direction, put forward some improvement suggestions on the development of modern family farms, farmers from the improvement of personal quality, income stability, improvement of land circulation behavior and mode, the implementation of government compensation incentives four aspects to stimulate farmers scale will guide farmers to the appropriate scale of operation according to their different conditions. Firstly, actively guide and support the modern the main agricultural family farm management business will give full play to the initiative of family farmers; secondly, improve the modern agriculture The land transfer system and production and operation factors such as capital and technology will actively foster the growth of modern family farms. Finally, the operation and development of family farms should also play an active role in the linkage of agricultural production and operation efficiency on the basis of achieving economies of scale.
