德阳市统筹城乡考核指标实施工作案例研究

【摘要】：统筹城乡发展,作为党的“十七大”就已做出的重大战略决策之一,不仅是落实科学发展观、建设和谐社会的具体体现,也是新时期农业和农村经济工作的中心任务,更是促进农村经济全面发展,构建城乡一体化,解决“三农问题”的有效途径。然而目前统筹城乡发展考评制度的不健全,对于统筹城乡考核指标指的研究却很少,已严重影响了统筹城乡发展工作的进程。改进和完善统筹城乡发展的考评指标体系已经迫在眉睫。论文以德阳为出发点,采用德阳市调查队的调查结果,收集大量统计数据,以2009年德阳市统筹城乡考核指标实施工作为研究案例,本案例通过德阳市十二个重点乡镇的比较,运用科学的考核评价指标,来实现对统筹城乡的量化考核,通过关键性因素分析,来说明统筹城乡考核指标实施工作在公共管理研究中的科学性和可操作性,并论述了德阳市统筹城乡考核指标实施中的注意问题、得到的启示及建议,最后对这项工作进行总结和展望。论文主要特点:一是注重实践应用研究。论文结合德阳市实际情况,以重点乡镇为突破口,通过德阳市十二个重点乡镇的比较,运用科学的考核评价指标体系,来实现对统筹城乡的量化考核,形成一套科学的考核评价体系;二是结合公共管理理论,注重科学性、实用性、可操作性。把研究结果运用到公共管理实践中去。通过跟踪各个乡镇在实施考核评价后到2012年的社会经济发展情况表现来印证考核评价体系的合理性、准确性;通过列举指标,选取考核指标,减少高深难懂的指标,让行政管理人员容易操作、方便操作,从而促进考核指标实施工作的顺利开展。论文的成果在于通过评价分析考核指标实施工作,结合党的提出的“科学发展观”理念,对统筹城乡考核评价体系的操作模式、实际成效和存在问题等方面进行分析与总结,促进中国基层政府关于统筹城乡全面、协调、可持续发展,以期为各级地方政府统筹城乡考核指标的顺利实施提供一个借鉴性的思路。

Finally, this work is summarized and prospected. The main features of the paper are: first, focus on practical application research.
