易地扶贫搬迁必须发挥受扶主体的能动性——基于贵州黔西南州的调查及思考

【摘要】：从黔西南州易地扶贫搬迁实践中,可以看到,群众作为受扶对象,影响着资源配置和脱贫攻坚工作的推进过程。各级党员干部逐渐意识到,要坚持群众的主体地位,坚持发展为了人民、发展依靠人民、发展成果由人民共享的理念。通过改变"单边行政"的旧方式,逐渐形成以群众为中心的政府服务作风;通过"与民共商",尊重少数民族群众的文化传统,逐渐拉近党和政府与群众之间的距离,激发了群众的内生动力。在具体工作中,已经摸索出几种以群众为中心的、行之有效的工作方法:推行"两会三书六表",精准锁定搬迁对象;巧用"杠杆"原理,撬动群众的搬迁愿意;运用"五共"工作流程法,让群众有更多的参与感、获得感。
[Abstract]:From the practice of poverty alleviation and relocation in Qianxinan Prefecture, we can see that the masses, as the objects of support, affect the process of promoting the allocation of resources and the work of overcoming poverty and attacking the key points, and party members and cadres at all levels gradually realize that. We must adhere to the principle that the masses are the main body, that development is for the people, that development depends on the people, and that the fruits of development are shared by the people, by changing the old way of "unilateral administration." Gradually forming the mass-centered style of government service; Through "discussing with the people," respecting the cultural traditions of the minority people, gradually narrowing the distance between the party and the government and the masses, and inspiring the masses' endogenous motive power, in the concrete work. Have groped out several kinds of populace as the center, the effective work method: carry out "two sessions three books six tables", lock the moving object accurately; Skillfully use "lever" principle, crowed the masses to move willing; Using the "five-party" workflow method, let the masses have a more sense of participation and a sense of acquisition.
