临安市粮油类家庭农场适度规模经营研究

【摘要】:鉴于近两年来家庭农场这一新型农业经营主体和农业适度规模经营的热点研究,笔者通过调查发现,家庭农场在追求规模效益的同时,由于受到不同地区自然禀赋及社会环境因素的限定,存在不同的规模经济,而即使是同一地区的家庭农场根据不同类型的经营作物测得的最佳规模也大相径庭。因此,本研究旨在以粮油类家庭农场为特定的研究对象,基于浙江省临安市8个乡镇(街道)、25个行政村的实地调研,共获得样本数据48个。本研究采用定性与定量相结合的研究方法,在对样本数据进行描述性统计分析的基础上,使用DEA数据包络分析法对不同规模粮油类家庭农场的经营效率进行计量统计,进而测得临安市粮油类家庭农场适度规模经营的最佳面积。基于样本数据的可获得性以及调查问卷所反映的粮油类家庭农场投入产出具体的情况,本研究将生产要素投入分为土地投入、生产资料直接投入、劳动投入和机械投入4个方面,并依次选取租金、包括种子、化肥、农药在内的生产资料费、雇工费、外包服务、机械维护及折旧费为相应的投入指标;以总收益,即家庭农场当年农产品的销售额与补贴收入的汇总值为产出指标,导入MYDEA1.0软件,测度结果显示种植规模在60(含)—80亩区间内的超效率值最高。同时,据样本数据的描述性统计分析表明,种植规模达80亩以上其单位面积土地成本投入亦表现为随规模扩大而增长的态势。因此,结合DEA的计量测算结果及样本数据的描述性统计分析,本研究得出的最终结论是,目前就临安市的生产经营现状及资源禀赋条件来说,粮油类家庭农场最佳的适度规模经营面积为60(含)—80亩。最后,综合上述研究的现状及量化分析,本研究主要从土地流转制度加强、人力资本要素提高、基础设施建设改善、农业补贴政策完善、社会化服务体系构建等方面就临安市水稻类家庭农场的适度规模经营提出相关政策性建议,以期能够为宏观主体——政府部门建立符合市情的粮食安全长效机制,确保粮食有效自给提供政策参考;同时,为微观主体——农户实现亩均最优化产出,人均最大化收益提供决策依据。
[Abstract]:In view of the recent two years, the family farm is the main body of new agricultural management and agricultural moderate scale management hot research, the author found that the family farm in the pursuit of scale benefits at the same time. Because of the limitation of natural endowment and social environmental factors in different regions, there are different economies of scale. Even the family farm in the same area according to different types of management crops measured the best scale is also very different. Therefore, the purpose of this study is to take the family farm of grain and oil as the specific research object. A total of 48 sample data were obtained based on the field investigation of 8 villages in Linan, Zhejiang Province. This study adopts qualitative and quantitative research methods. On the basis of descriptive statistical analysis of sample data, DEA data envelopment analysis is used to measure the operational efficiency of different scale grain and oil family farms. Then the optimal area of moderate scale operation of grain and oil family farm in Linan city was measured. The availability of sample data and the input-output situation of grain and oil family farm reflected by questionnaire were also obtained. In this study, the factors of production input are divided into four aspects: land input, direct input of means of production, labor input and mechanical input, and rent, including seed, chemical fertilizer and pesticide, is selected in turn. Hiring fees, outsourcing services, mechanical maintenance and depreciation costs are the corresponding input indicators; Take the total income, that is, the sum value of farm produce sales and subsidy income as the output index, import the MYDEA1.0 software. The results showed that the super-efficiency of planting scale was the highest in the range of 60 mu (including -80 mu). At the same time, according to the descriptive statistical analysis of sample data, it was shown that. The input of land cost per unit area of planting scale of more than 80 mu also showed the trend of increasing with the expansion of scale. Therefore, combined with the measurement results of DEA and the descriptive statistical analysis of sample data. The final conclusion of this study is that, in terms of the present situation of production and management and the resource endowment conditions of Linan City, the optimal appropriate scale operating area of grain and oil family farm is 60 (including -80 mu). Finally. Synthesizing the present situation and quantitative analysis of the above research, this study mainly from the land transfer system strengthening, the human capital factor enhancement, the infrastructure construction improvement, the agricultural subsidy policy consummation. The construction of socialized service system and other aspects of Linan rice family farm on the appropriate scale management of the relevant policy recommendations. The aim is to provide policy reference for macro-main-government departments to establish a long-term mechanism of food security in line with the city conditions and to ensure the effective self-sufficiency of grain. At the same time, it provides the decision basis for the micro main-household to realize the average output and maximize the income per capita.
