新型城镇化与产业结构升级对土地集约利用的影响研究

【摘要】：土地是经济社会发展所必须的基本资源之一,中国虽幅员辽阔,但人口庞大、可用土地面积相对较少的事实使得中国土地资源显得较为稀缺,未来可能成为国民经济发展的瓶颈。随着改革开放以来中国经济的飞速增长,城镇化也得到长足发展,十八大以来中央将城镇化作为我国现代化建设的历史任务,城镇化率快速提高,但单纯以人口集聚衡量的城镇化发展存在诸多弊病,中央政府又适时提出了新型城镇化的发展思路与战略。与此同时,中国的产业结构也在不断发生变化,二三产业比重不断提高,农业在GDP中的占比不断下降,党的十八大也明确提出要转变经济发展方式,其中也蕴含着对产业结构升级的必然要求。新型城镇化与产业结构升级都对土地资源提出了较高的要求,在对土地这种不可再生资源的需求急剧增长的同时,城镇化推进及企业建设生产过程中却存在土地低效利用的现象,这对稀缺的土地资源而言是一种极大的浪费。因此,探讨新型城镇化、产业结构升级与土地集约利用的关系,对于制定符合实际的土地利用规划、优化产业布局、促进城镇合理建设,并进一步促进社会可持续发展具有重要的理论及现实意义。本文在对我国土地利用、城镇化及产业结构升级等问题进行分析的基础上,综合讨论新型城镇化及产业结构升级对土地集约利用的直接及间接影响。具体而言,首先通过设定能从多视角综合体现新型城镇化发展及土地集约利用状况的指标体系,并基于相应数据测算分析我国2006年至2012年间各地区新型城镇化建设和土地集约利用水平;而后通过理论分析探讨新型城镇化及产业结构向非农化和高级化升级影响土地集约利用的直接和间接途径;最后在现状与理论分析的基础上通过设定动态面板数据计量经济学模型,利用系统GMM方法及面板门限模型实证分析新型城镇化与产业结构升级及相关控制变量对土地集约利用的影响。结果表明,新型城镇化建设对土地集约利用有着不利的影响,而产业结构升级有利于土地集约利用,同时产业结构与新型城镇化的交互作用会对土地集约利用起到间接的促进作用;在控制变量层面,土地财政对土地集约利用的影响具有门限效应;在区域层面,各种影响因素表现出不同的作用效果。
[Abstract]:Land is one of the basic resources necessary for economic and social development. Although China has a vast territory, it has a large population and a relatively small available land area. The future may become the bottleneck of the national economic development. With the rapid growth of China's economy since the reform and opening up, urbanization has also been greatly developed. Since the 18 National Congress, the central government has regarded urbanization as the historical task of China's modernization construction, and the urbanization rate has increased rapidly, but there are many disadvantages in the development of urbanization, which is only measured by population agglomeration. At the same time, the industrial structure of China is constantly changing and the proportion of secondary and tertiary industries is increasing. The proportion of agriculture in GDP is declining, and the 18 National Congress of the Party has clearly proposed to change the mode of economic development. It also contains the inevitable requirements for the upgrading of industrial structure. New urbanization and upgrading of industrial structure both put forward a higher demand for land resources, while the demand for such non-renewable resources of land has increased rapidly. In the process of urbanization and enterprise construction and production, there is a phenomenon of inefficient use of land, which is a great waste of scarce land resources. The relationship between the upgrading of industrial structure and the intensive use of land, for the formulation of land use planning in line with the reality, optimize the industrial layout, and promote the rational construction of cities and towns. And further promote the sustainable development of society has important theoretical and practical significance. This paper analyzes the problems of land use, urbanization and industrial structure upgrading in China. The direct and indirect effects of new urbanization and industrial structure upgrading on intensive land use are discussed. First of all, through the establishment of multi-perspective to comprehensively reflect the development of new urbanization and land intensive use of the status of indicators. Based on the corresponding data, the paper analyzes the level of new urbanization and intensive land use between 2006 and 2012 in China. Then it discusses the direct and indirect ways that the new urbanization and the upgrading of industrial structure to non-agriculture and higher level affect the intensive use of land through theoretical analysis. Finally, on the basis of current situation and theoretical analysis, the econometrics model of dynamic panel data is set up. The effects of new urbanization, industrial structure upgrading and related control variables on intensive land use are analyzed empirically by using system GMM method and panel threshold model. The construction of new urbanization has a negative impact on intensive land use, and the upgrading of industrial structure is conducive to intensive land use. At the same time, the interaction between industrial structure and new urbanization will indirectly promote the intensive use of land; At the level of controlling variables, the influence of land finance on land intensive use has threshold effect; At the regional level, various factors show different effects.
