寿阳县农民专业合作社发展的金融服务问题研究

【摘要】：农民专业合作社是加快农村经济体制改革和促进现代农业发展的重要形式和内容,2007年农民专业合作社法正式实施以来,农民专业合作社迅猛发展,已经形成一定规模。但从整体来看,农民专业合作社发展水平不高,存在诸多问题尤其是发展中的资金短缺问题是首当其冲的大问题,严重制约着农民专业合作社职能的发挥。2015年1号文件提出加快构建新型农业经营体系,引导和规范农民专业合作社发展,把发展农民专业合作社列为农村工作的重点。农村金融服务研究是近几年来学者们持续关注的焦点,农民专业合作社与农村金融机构之间构建良好的互动合作机制,不断加强农村金融支持农民专业合作社的力度,有利于农民专业合作社实现不断的增值。因此以农民专业合作社为载体构建有效金融服务模式,已经成为增加农民收入不可或缺的重要因素。为此,本文立足于农民专业合作社金融服务发展,以“金融服务”为切入点,以寿阳县为研究区域,以探索农民专业合作社金融服务发展规律、引导金融服务健康发展为目标。在对农民专业合作社和农村金融服务涵义进行界定的基础上,以山西省寿阳县农民专业合作社发展为研究对象,对其发展现状进行了实地调研和访谈调研,在此基础上分析了寿阳县农民专业合作社的金融供需情况,并对农民专业合作社发展的金融服务制约因素及其成因进行了分析,最后从农民专业合作社自身、金融机构、政策法规等方面提出了金融服务支持农民专业合作社发展的对策。
[Abstract]:Farmers' specialized cooperative is an important form and content of speeding up the reform of rural economic system and promoting the development of modern agriculture. Since the implementation of the law of farmers' specialized cooperative in 2007, the farmer's specialized cooperative has developed rapidly. But on the whole, the level of development of farmers' specialized cooperatives is not high, there are many problems, especially the shortage of funds in the development is the first big problem. In 2015, document No. 1 proposed speeding up the construction of a new agricultural management system, guiding and standardizing the development of farmers' professional cooperatives. The development of specialized farmers cooperatives as the focus of rural work. Rural financial services research has been the focus of scholars in recent years. Farmers' professional cooperatives and rural financial institutions to build a good interactive cooperation mechanism, constantly strengthen the strength of rural finance to support farmers' professional cooperatives. It is beneficial to the farmers' professional cooperatives to realize the continuous value-added. Therefore, the construction of an effective financial service model based on the farmers' professional cooperatives has become an indispensable and important factor to increase farmers' income. This paper is based on the development of financial services of farmers' specialized cooperatives, taking "financial services" as the starting point and Shouyang County as the research area, in order to explore the law of the development of financial services of farmers' specialized cooperatives. To guide the healthy development of financial services as the goal. On the basis of defining the meaning of farmers' professional cooperatives and rural financial services, this paper takes the development of farmers' professional cooperatives in Shouyang County of Shanxi Province as the research object. On the basis of the field investigation and interview investigation, the paper analyzes the financial supply and demand of the farmers' specialized cooperatives in Shouyang County. And the development of professional cooperatives of farmers financial service constraints and their causes are analyzed, and finally from the farmers' professional cooperatives themselves, financial institutions. Policies and regulations and other aspects of financial services to support the development of professional cooperatives of farmers countermeasures.
