2004年以来长春市土地出让格局的时空演变

【摘要】:改革开放以来,我国经历了快速的城镇化,制度改革是重要的驱动力;土地有偿使用制度建立以来,土地资本极大推动了我国城镇化进程,完善了城市基础设施建设;同时,过度依赖土地财政也削弱了土地福利。本文回顾了土地有偿使用制度建立以来我国土地使用政策与土地市场的变迁,对2004年第三次土地管理法修正颁布以来长春市土地出让格局分布特征及演化特征进行研究,以分析我国土地市场的演化特征、发展趋势及影响因素。论文分为五章。第一章开篇论述了研究背景、研究方法、研究目的及意义;第二章系统的梳理了国内外土地政策、土地市场、土地出让格局的研究进展,并指出国内相关研究存在的问题和缺失;第三章回顾了土地有偿使用制度建立以来,我国土地政策的发展及土地市场的变迁。基于土地有偿使用制度的建立和三次土地管理法修正颁布的政策阶段性特征及时期节点,我国土地有偿使用制度的建立和完善可分为四个阶段:1.土地有偿使用制度的探索阶段(1979-1987);2.土地有偿使用制度确立及第一轮土地宏观调控阶段(1988-1997);3.土地市场机制的完善及土地储备制度形成阶段(1998-2003);4.土地有偿使用制度的深化及土地政策作为国家宏观调控手段阶段(2004年至今)。土地政策的变革必然导致土地市场的波动,土地有偿使用制度建立以来,我国土地市场在市场经济迅速发展、快速城镇化、政府管制政策改革等多重背景下,经历了土地价格持续上涨、土地出让市场调控下失控、住房市场的急速膨胀、以开发区热为代表的圈地现象等标志事件和发展特征;第四章对2004年以来,长春市土地出让格局的时空演变进行了研究。2004年既是第三次土地管理法修正颁布的时间,也是我国土地政策上升为国家宏观调控手段的开始。因此,本章对2004年以来长春市土地出让的分布格局、价格格局、时空格局进行了深入研究。同时,对长春市土地出让格局演化特征的影响因素进行分析和归纳,指出,长春市土地出让格局演化的动力机制可归结为政府、市场及居民三个利益主体利益需求下行为活动的相辅相成,因此,政府主导的政策与规划导向、市场机制下社会经济发展与产业结构调整、居民个体对于空间的需求可视为土地出让格局演变的三大驱动力;由此,长春市土地出让格局演化特征的影响因素可归纳为宏观政策、经济发展、人口增长三方面。第五章是结论。总结本文的研究结果。
[Abstract]:Since the reform and opening up, China has experienced rapid urbanization, institutional reform is an important driving force; Since the establishment of the system of paid land use, land capital has greatly promoted the process of urbanization and improved the construction of urban infrastructure. At the same time, excessive reliance on land finance also weakens land welfare. This paper reviews the changes of land use policy and land market in China since the establishment of the system of paid land use. This paper studies the distribution and evolution characteristics of land transfer pattern in Changchun since the third land management law was amended in 2004, in order to analyze the evolution characteristics of land market in China. The paper is divided into five chapters. The first chapter discusses the research background, research methods, research purposes and significance; The second chapter systematically combs the domestic and foreign land policy, the land market, the land transfer pattern research progress, and points out the domestic correlation research existence question and the flaw; The third chapter reviews the system of paid land use since the establishment. The development of land policy and the changes of land market in China. Based on the establishment of the system of paid use of land and the revision of the third land management law, the stage characteristics of the policy and the node of the period are also discussed. The establishment and perfection of the system of paid land use in China can be divided into four stages: 1.The exploration stage of the system of paid use of land (1979-1987); 2. The establishment of the system of paid land use and the first stage of land macro-control. 3. The perfection of land market mechanism and the forming stage of land reserve system. 4. The deepening of the system of paid land use and the development of land policy as a means of national macro-control (2004 to now) will inevitably lead to the fluctuation of the land market. Since the establishment of the paid land use system, the land market in China has experienced a continuous rise in land prices under the background of the rapid development of market economy, rapid urbanization, government regulatory policy reform and so on. Under the control of the land transfer market, the rapid expansion of the housing market and the phenomenon of land enclosure represented by the development zone are the symbol events and development characteristics; Chapter 4th studies the temporal and spatial evolution of land transfer pattern in Changchun since 2004. 2004 is the time when the third land management law was amended and promulgated. Therefore, this chapter studies the distribution pattern, price pattern and space-time pattern of land transfer in Changchun since 2004. At the same time. This paper analyzes and summarizes the influencing factors of the evolvement characteristics of land transfer pattern in Changchun, and points out that the motive mechanism of the evolution of land transfer pattern in Changchun can be attributed to the government. The interests of the three main interests of the market and residents in the interests of the needs of the complementary activities, therefore, government-led policy and planning guidance, social and economic development and industrial structure adjustment under the market mechanism. The individual demand for space can be regarded as the three driving forces of the evolution of land transfer pattern. Therefore, the factors affecting the evolution of land transfer pattern in Changchun can be summed up in three aspects: macro policy, economic development and population growth. Chapter 5th is the conclusion.
