【摘要】：农村金融问题一直是农业经济发展的一个核心问题。自2000年以来,三农问题一直是我国由中央到地方关心的焦点,2003年,《中共中央国务院关于加快发展现代农业进一步增强农村发展活力的若干意见》(以下简称“中央一号文件”)后,三农改革进入了新的发展阶段。然而,在三农改革过程中,农业、农村的金融改革步伐明显落后,针对三农的资金支持还无法同步跟进。近年来,铁岭市的农业供应链金融发展迅速的同时也存在一些问题,比如金融体制过于保守,农业产业化发展明显不适于整个经济改革的速度。这些问题大大的限制了农业供应链金融对农业供应链的大规模渗入,也增加了农业供应链金融中资金信贷的风险。本论文通过对农业供应链金融的探讨,给出了农业供应链金融产品的选择和应用建议。通过规范研究与实地调查相结合的研究方法,文章得出了以下的结论:农业供应链金融的风险控制机制应进一步加以完善;在有效控制风险的基础上加强政府引导;应加快培养龙头企业,并依靠龙头企业的带动不断吸引更多农户及中小农业企业参与供应链之中,从而推动整个农村产业的转型与升级等。同时,铁岭市应该进一步将其实际情况与目前的主要农业供应链金融产品相结合,设计符合铁岭的农业供应链金融的金融产品。在此基础上,改善弱势农业产业供应链金融的设计,设计合理的特定农业供应链金融新产品。另外,从体制上、政策上也要扶植农业供应链金融的发展,降低其风险。,实现以农业供应链金融为载体,带动全市农业产业加快步伐,尽早实现农业现代化。
[Abstract]:Rural financial issues have been a core issue of agricultural economic development. Since 2000, the issue of agriculture, rural areas and farmers has been the focus of concern from the central to local authorities in China, 2003. "some opinions of the CPC Central Committee and the State Council on speeding up the Development of Modern Agriculture and further enhancing the vitality of Rural Development" (hereinafter referred to as the "Central Committee No. 1 document"), the reform of agriculture, rural areas and farmers has entered a new stage of development. In the process of the reform of agriculture, agriculture and rural areas, the pace of financial reform is obviously lagging behind, and the financial support for agriculture, rural areas and farmers has not been able to keep pace with each other in recent years. At the same time, there are some problems in Tieling agricultural supply chain finance, such as too conservative financial system. The development of agricultural industrialization is obviously not suitable for the speed of the whole economic reform. These problems greatly limit the large-scale infiltration of agricultural supply chain finance to agricultural supply chain. It also increases the risk of capital credit in agricultural supply chain finance. The selection and application suggestions of agricultural supply chain financial products are given, and the research method of combining normative research with field investigation is given. The paper draws the following conclusions: the risk control mechanism of agricultural supply chain finance should be further improved; Strengthening government guidance on the basis of effective risk control; We should speed up the cultivation of leading enterprises and rely on the leading enterprises to continue to attract more farmers and small and medium-sized agricultural enterprises to participate in the supply chain so as to promote the transformation and upgrading of the entire rural industries. At the same time. Tieling City should further combine its actual situation with the current main agricultural supply chain financial products, and design the financial products that accord with Tieling's agricultural supply chain finance. Improve the design of supply chain finance of weak agricultural industry, design new products of specific agricultural supply chain finance reasonably. In addition, from the system, policy should also support the development of agricultural supply chain finance and reduce its risk. To realize agricultural supply chain finance as the carrier, to speed up the pace of the city's agricultural industry, and to realize agricultural modernization as soon as possible.
