我国农村劳动力资源优化配置问题研究

【摘要】:中共十八大以来,党和政府多次明确提出了要在建立城乡一体化体制机制基础上实现全面小康、全民小康以及国家治理体系和治理能力现代化。然而,当前城乡发展不平衡、农村发展不可持续问题依然突出,这很大程度上影响了国家战略目标的实现。究其原因,农村劳动力资源向城市单向度转移和极化配置现象是主要问题。可以说,无论是实现城乡统筹发展,还是解决好三农问题,亦或是为继续推进城镇化提供基础保障都必然要求改变现在的农村劳动力资源配置格局。本文研究的农村劳动力资源,既包括转移进城的劳动力,也包括尚且留在农村的劳动力。然而,当前对农村劳动力资源配置问题的研究大多还是关注转移进城的劳动力及其优化问题,立足于城乡统筹视角下研究农村劳动力资源城乡双向配置的较少。为此,本文将农村劳动力资源界定为分布在城乡地域的存量资源,在此基础上进行研究,并提出合理对策。本文共有5章内容,主要分为绪论、主体和结论三个部分。包括:农村劳动力资源配置的理论基础、历史沿革与现状分析、域外国家和地区的经验介绍、优化我国农村劳动力资源配置的对策建议等。结论是论文正文的最后一部分,主要内容包括对文章中关于农村劳动力资源配置优化问题的创新观点的简要梳理,对研究中存在的不足之处进行说明,同时提出进一步深化相关研究的方向性展望。本文对农村劳动力资源优化配置问题的研究具有一定的理论意义和实践意义。从理论意义上看,本课题的研究对之前相关研究成果是一个有益的视角补充。无论是站在历史角度纵向上看,还是立足时代前沿横向比较,针对农村劳动力资源配置问题的研究大多是基于劳动力单向度转移进城的背景下展开的。而本文立足于农村和城市两个场域,研究的是如何在新情况下更好地配置农村剩下的劳动力资源以及如何重新配置已经转移到城市的尚未发生身份转变的农村劳动力资源。从实践意义上看,统筹配置城乡两地的农村劳动力资源,可以有效遏制城乡差距持续拉大的现实,并且为农村在保持人力资源禀赋存量不减少甚至增加的基础上借助后发优势进一步缩小与城市发展的差距提供了可能性,保障了新农村建设对人力资本的刚性需求。这也是落实科学发展观,构建和谐社会的必然要求。
[Abstract]:Since the 18 National Congress of the Communist Party of China (CPC), the Party and the government have clearly pointed out several times that it is necessary to achieve a well-off society in an all-round way, a well-to-do society for all, and modernization of the national governance system and governance capacity on the basis of the establishment of a urban-rural integration system. The problem of unsustainable rural development is still prominent, which to a large extent affects the realization of the national strategic goal. The reason is that the phenomenon of unidirectional transfer and polarized allocation of rural labor resources to cities is the main problem. Whether it is to realize the overall development of urban and rural areas, or to solve the problems of agriculture, countryside and farmers well, or to provide basic protection for further urbanization, it is necessary to change the present pattern of allocation of rural labor resources. However, most of the current researches on the allocation of rural labor resources are still concerned about the labor force transferred to the city and its optimization. Based on the perspective of urban-rural overall planning, there is less research on the two-way allocation of rural labor resources. Therefore, this paper defines rural labor resources as the stock resources distributed in urban and rural areas, on the basis of which the research is carried out. This paper consists of five chapters, including introduction, main body and conclusion, including: theoretical basis of rural labor resource allocation, historical evolution and current situation analysis, experience introduction of foreign countries and regions. The conclusion is the last part of the paper, the main content includes a brief combing of the innovative viewpoints about the optimization of rural labor resources allocation in this paper. To explain the shortcomings of the study, At the same time, it puts forward the direction of further deepening the relevant research. This paper has certain theoretical and practical significance to the study of rural labor resource optimization allocation. From the theoretical point of view, The research of this topic is a useful supplement to the previous related research results. Whether from a historical perspective or from a historical perspective, or based on the horizontal comparison of the front of the times, Most of the researches on the allocation of rural labor resources are based on the unidirectional transfer of labor force into the city, and this paper is based on the two fields of rural and urban areas. This paper studies how to better allocate the remaining rural labor resources in the new situation and how to redistribute the rural labor resources that have been transferred to the cities. The overall allocation of rural labor resources between urban and rural areas can effectively curb the reality that the gap between urban and rural areas continues to widen. It also provides the possibility for rural areas to further narrow the gap with urban development on the basis of not reducing or even increasing the amount of human resource endowment in rural areas, and further narrowing the gap between urban development and rural areas with the help of the advantage of latecomer. It ensures the rigid demand for human capital in the construction of new countryside, which is also the inevitable requirement of carrying out the scientific development view and building a harmonious society.
