湖南“四化两型”建设中农村科技人才队伍建设研究

【摘要】：湖南在省域经济发展过程中,提出了以建设资源节约型、环境友好型社会作为加快经济发展方式转变的方向和目标,以新型工业化、新型城镇化、农业现代化、信息化为基本途径,努力实现优化发展、创新发展、绿色发展、人本发展,率先建成资源节约型、环境友好型社会的“四化两型”建设方略。在“四化两型”建设中,农村现代化的发展离不开农村科技人才,本研究的目的就是在分析农村科技人才建设现状的基础上,提出农村科技人才建设的对策,为湖南“四化两型”建设提供理论基础。本研究利用文献资料法、实地调查法、定性分析与定量分析等研究方法,从“四化两型”社会建设、农村科技人才队伍建设认识、提高农村科技人才队伍素质、培养、结构、建设政策等方面对前人研究成果进行了梳理。从农村科技人才队伍文化素质、人才素质、人才队伍建设三个方面对“四化两型”人才队伍建设现状进行了分析,并查找出其存在的主要问题为农村科技人才整体素质偏低、农村科技人才区域分布及结构比例失衡、农村科技人才队伍发展后劲不足等,并对其存在的原因进行了分析。提出了加强农村科技人才队伍建设的主要对策,要强化人才意识,加强组织领导；要加大农村科技人才培养力度；要引导专业技术人才入农村；要发挥现有农村人才的作用；要建立健全农村科技人才培养的长效机制等。
[Abstract]:In the process of economic development in Hunan province, it is proposed that the construction of resource-conserving and environment-friendly society should be regarded as the direction and goal of speeding up the transformation of economic development mode, and the new industrialization, new urbanization and agricultural modernization should be adopted. Informatization is the basic way to realize the optimized development, innovative development, green development, people-oriented development, and the first to build the "four modernizations and two types" construction strategy of the resource-saving and environment-friendly society. The development of rural modernization can not be separated from rural scientific and technological talents. The purpose of this study is to put forward the countermeasures of rural scientific and technological talents construction on the basis of analyzing the present situation of rural scientific and technological talents construction. This paper provides a theoretical basis for the construction of "four modernizations and two types" in Hunan Province. This study makes use of the methods of literature, field investigation, qualitative analysis and quantitative analysis to understand the social construction of "four modernizations and two types" and the construction of scientific and technological talents in rural areas. This paper combs the previous research achievements in the aspects of improving the quality, training, structure and construction policy of rural scientific and technological talents, from the aspects of cultural quality and talent quality of rural scientific and technological talents, This paper analyzes the present situation of the construction of the "four modernizations and two types" talents from three aspects of the construction of the talent team, and finds out that the main problems in the construction are the low overall quality of the rural scientific and technological talents, the imbalance of the regional distribution and the structural ratio of the rural scientific and technological talents. The paper analyzes the reasons for the development of rural scientific and technological talents, and puts forward the main countermeasures to strengthen the construction of rural scientific and technological talents, so as to strengthen the consciousness of talent and strengthen the organization and leadership. It is necessary to strengthen the training of rural scientific and technological talents, to guide professional and technical talents into rural areas, to give full play to the role of existing rural talents, and to establish and improve the long-term effective mechanism for the cultivation of rural scientific and technological talents.
